Cultural Heritage Board Agenda - Final October 18, 2017 <br />DISCUSSION CALENDAR <br />This portion of the Cultural Heritage Board Agenda is for all matters where staff and <br />public participation is anticipated. Individual audience participation is limited to 3 <br />minutes. <br />2 PLANNING CASE P17 -0031: Proposed Certificate of Appropriateness request by <br />Shonda Herold, of Wakeland Housing Development Corporation, for the <br />construction of a mixed -use project containing: 72 affordable housing units, 5,400 <br />square feet of office and meeting space for the Fair Housing Council of Riverside <br />County, and 3,700 square feet of museum /exhibition space for the Civil Rights <br />Institute. The project is located at 3933 Mission Inn Avenue, on the west side of <br />Fairmount Boulevard between Mission Inn Avenue and Sixth Street, in the <br />DSP- RC -SP -CR — Downtown Specific Plan — Raincross District, Cultural Resources <br />(Seventh Street Historic District and Mile Square Northwest Potential Historic <br />District) Overlay Zones, in Ward 1. It is recommended that the Cultural Heritage <br />Board determine the proposal is categorically exempt from California Environmental <br />Quality Act (CEQA) review pursuant to Section 15331, because the project is <br />consistent with the Secretary of the Interior's Standards for the Treatment of <br />Historic Properties.
