Cultural Heritage Board Agenda - Revised March 15, 2017 <br />COMMENTS FROM THE AUDIENCE <br />1 Public Comments: This portion of the agenda will be limited to a cumulative total <br />of 15 minutes, with individual speakers limited to a maximum time limit of 3 <br />minutes. Further discussion of any matter beyond 15 minutes will be continued <br />later in the agenda. Vice -Chair <br />WORKSHOP <br />3 Workshop - Consultant Benya Burnett /Southern Contracting will provide a brief <br />presentation on the City -wide LED Streetlight Conversion Program project, <br />including such topics as the scope of the project, historic preservation goals, <br />survey work to date in Historic Districts and Neighborhood Conservation Areas, <br />outreach efforts, and the anticipated Certificate of Appropriateness process, for <br />general comment, discussion, and feedback. <br />3:30 pm - DISCUSSION CALENDAR <br />This portion of the Cultural Heritage Board Agenda is for all matters where staff and public <br />participation is anticipated. Individual audience participation is limited to 3 minutes. <br />4 PLANNING CASE P16 -0323: Proposed Certificate of Appropriateness by Mark <br />Rubin of Regional Properties Inc. to facilitate the integration of the Stalder Building <br />facade, which is City Structure of Merit #7, a contributor to the Seventh Street <br />Historic District and Mission Inn Historic District, and is listed on the State of <br />California Historic Resource Inventory, into a mixed -use development consisting <br />of 165 units, 21,400 square feet of commercial lease area and 363 parking <br />spaces, on three parcels totaling 1.19 acres, located at 3757 -3789 Mission Inn <br />Avenue, 3660 -3666 Market Street, in the Downtown Specific Plan — Residential <br />District and Cultural Resources Overlay Zones, in Ward 1. The Planning Division <br />of the Community and Economic Development Department finds that the proposed <br />project has been analyzed for compliance with the adopted Fox Plaza EIR and is <br />consistent with the Secretary of the Interiors Standards for the Treatment of <br />Historic Properties, and therefore will not result in environmental impacts that are <br />different or greater than the impacts anticipated under the EIR.
