Cultural Heritage Board <br />TO: CULTURAL HERITAGE BOARD MEETING DATE: MARCH 15, 2017 <br />FROM: HISTORIC PRESERVATION ITEM NO: <br /> 7 <br />OFFICER <br />SUBJECT: BUDGET ENGAGEMENT COMMISSION RECOMMENDATIONS <br />BACKGROUND: <br />The City Council appointed the Budget Engagement Commission Members on February 14, <br />2017. The Commission is tasked to advise the City Council on spending and policy priorities <br />based on information received through quarterly financial and performance reports, including <br />Measure Z. The Budget Engagement Commission will present their recommendations to the <br />City Council on May 9, 2017. <br />At the first Budget Engagement Commission meeting on February 23, 2017, the Budget <br />Engagement Commission requested that other City Boards and Commissions present their top <br />three to five priorities for Measure Z consideration at the April 6, 2017 Budget Engagement <br />Commission meeting. If possible, the Budget Engagement Commission also asks that an <br />authorized representative of the Board and Commission be available to give a one to two minute <br />verbal overview of their requests on April 6th. The April 6th Budget Engagement Commission <br />Meeting is scheduled at 5:00 p.m. in the Mayor’s Ceremonial Room. <br />ANALYSIS: <br />The Cultural Heritage Board is tasked with oversight of the Cultural Resources Program and <br />safeguarding Cultural Resources throughout the City.Specific Cultural Heritage Board <br />responsibilities are outlined in the attached excerpt from the Riverside Municipal Code, Title 20. <br />Generally, the Board is tasked with recommending designation of resources, surveying available <br />resources, looking for funding for resources and assisting in conducting outreach to the <br />community on the importance of Cultural Resources. On this basis, Staff recommends that <br />funding is sought to accomplish these objectives as follows: <br />1) The Historic Preservation Fund has been committed and no additional funding sources <br />have been identified. Providing funding to the Historic Preservation Fund will help fill the <br />existing gap to make Riverside’s Historic resources more resilient with ADA and seismic <br />upgrades that are needed. Providing seed money to help with funding for the Historic <br />Preservation Fund would support 20.10.020.A.10 of the Cultural Resources Ordinance <br />Powers and Duties of the Board which states the Cultural Heritage Board shall: Seek <br />means and resources to protect, retain and preserve cultural resources, such as <br />suggesting legislation and seeking financial support from individuals and local, state and <br />federal governments. <br />
