CITY OF RIVERSIDE CITY COUNCIL Minutes of: Date of Meeting: Time of Meeting: Place of Meeting: Regular Meeting of the City Council September 21, 1999 9 a.m. Council Chamber, City Hall Roll Call: The Invocation was given by Councilmember Clifford. The Pledge of Allegiance to the Flag was led in sign language by Mary Wilkins, Principal of the elementary school at California School for the Deaf, Riverside, and students. PRESENTATIONS Councilmembers Kane and Pearson presented a Proclamation to members of the Model Deaf Community Committee proclaiming the week of September 19-24, 1999, as Deaf Awareness Week in the City. Mayor Loveridge called on Human Resources Director Judith Griffith and Dr. Abdulmumin, Project Administrator for the National Youth Sports Program and Director of UCR African Student Programs, who recognized the City's support in the 1999 National Youth Sports Program. Mayor Loveridge presented a Certificate of Appreciation to Motor Officer Paul Amold, Public Safety Officer for the month of September 1999. CONSENT CALENDAR The following items, presented to the City Council on the Consent Calendar for consideration, were approved by one motion affirming the actions appropriate to each item. CITY MANAGER RECORDS MANAGEMENT SYSTEM FOR POLICE AND FIRE DEPARTMENTS - BID WAIVER RESOLUTION The City Council (1) adopted a resolution (a) waiving the formal selection procedures as required by Administrative Manual Policy II-4, (b) waiving the formal bidding procedures as required by Purchasing Resolution No. 17788, (c) approving the Supplemental Services Agreement with Affiliated Computer Services (ACS), and (d) authorizing the award of a contract to ACS in the amount of $1,346,588 for system integration services, management of software installation, computer hardware replacement, and related technical services for the acquisition and implementation of a new records management system for the Police and Fire Departments and system administration of the Fire Department's technical staff; and (2) authorized the City Manager or his designee to execute the necessary documents; whereupon, Resolution No. 19567 of the City Council of the City of Riverside, California (1) Waiving the Competitive Procurement Requirements of Resolution No. 17788; and (2) Waiving the Professional Consultant Selection Provisions of Administrative Manual Number II-4 and Authorizing the City Manager to Execute a Supplemental Services Agreement with ACS Enterprise Solutions, Inc.
