CITY OF RIVERSIDE <br />CITY COUNCIL <br /> <br />Minutes of: <br />Date of Meeting: <br />Time of Meeting: <br />Place of Meeting: <br /> <br />Regular Meeting of the City Council <br />September 21, 1999 <br />9 a.m. <br />Council Chamber, City Hall <br /> <br />Roll Call: <br /> <br />The Invocation was given by Councilmember Clifford. <br /> <br />The Pledge of Allegiance to the Flag was led in sign language by Mary Wilkins, <br />Principal of the elementary school at California School for the Deaf, Riverside, and <br />students. <br /> <br />PRESENTATIONS <br /> <br />Councilmembers Kane and Pearson presented a Proclamation to members of the <br />Model Deaf Community Committee proclaiming the week of September 19-24, 1999, <br />as Deaf Awareness Week in the City. <br /> <br />Mayor Loveridge called on Human Resources Director Judith Griffith and Dr. <br />Abdulmumin, Project Administrator for the National Youth Sports Program and <br />Director of UCR African Student Programs, who recognized the City's support in the <br />1999 National Youth Sports Program. <br /> <br />Mayor Loveridge presented a Certificate of Appreciation to Motor Officer Paul <br />Amold, Public Safety Officer for the month of September 1999. <br /> <br />CONSENT CALENDAR <br />The following items, presented to the City Council on the Consent Calendar for <br />consideration, were approved by one motion affirming the actions appropriate to each <br />item. <br /> <br />CITY MANAGER <br /> <br />RECORDS MANAGEMENT SYSTEM FOR POLICE AND FIRE <br />DEPARTMENTS - BID WAIVER RESOLUTION <br />The City Council (1) adopted a resolution (a) waiving the formal selection procedures <br />as required by Administrative Manual Policy II-4, (b) waiving the formal bidding <br />procedures as required by Purchasing Resolution No. 17788, (c) approving the <br />Supplemental Services Agreement with Affiliated Computer Services (ACS), and <br />(d) authorizing the award of a contract to ACS in the amount of $1,346,588 for <br />system integration services, management of software installation, computer hardware <br />replacement, and related technical services for the acquisition and implementation of <br />a new records management system for the Police and Fire Departments and system <br />administration of the Fire Department's technical staff; and (2) authorized the City <br />Manager or his designee to execute the necessary documents; whereupon, Resolution <br />No. 19567 of the City Council of the City of Riverside, California (1) Waiving the <br />Competitive Procurement Requirements of Resolution No. 17788; and (2) Waiving <br />the Professional Consultant Selection Provisions of Administrative Manual Number <br />II-4 and Authorizing the City Manager to Execute a Supplemental Services <br />Agreement with ACS Enterprise Solutions, Inc.
