CITY OF RIVERSIDE <br />CITY COUNCIL <br /> <br />September 14, 1999 <br /> <br />ELECTRIC UTILITY OPEN COMPETITION - PUBLIC HEARING SCHEDULED <br />The City Council set a public hearing for 2 p.m. on September 21, 1999, for <br />authorization of direct transactions between electricity suppliers and end use <br />customers and establishment of a nonbypassable generation related transition charge <br />pursuant to AB 1890 relative to open competition of the Electric Utility. <br /> <br />CITY COUNCIL <br /> <br />DROP-OFF LOCATIONS FOR MAIL-IN BALLOT ELECTIONS <br />The City Council approved the recommendations of the City Council Governmental <br />Affairs Committee and staff to determine that (1) drop-off locations shall continue to <br />be provided for all mail-in ballot elections; (2) the drop-off locations shall be open <br />the day prior to and on election day; and (3) there shall be one drop-off site in each <br />Ward the location of which shall be determined by the City Clerk in cooperation with <br />the Councilmembers of the respective Wards. <br /> <br />DISCUSSION CALENDAR <br /> <br />REQUESTS FOR PROPOSALS - CONTRACTOR PANEL - UNDERGROUND <br />ELECTRICAL STRUCTURES SERVICES - BD WAIVER RESOLUTION <br />Following discussion, the City Council (1) adopted a resolution waiving the formal <br />bidding requirements of Section 1109 of the City Charter; (2) authorized the Public <br />Utilities Department to release the Requests for Proposals (RFPs) and select a panel <br />of contractors to provide underground electrical structure services estimated to cost <br />less than $25,000 for the Electric Division; (3) requested the Public Utilities <br />Department submit the panel names to the Board of Public Utilities and City Council <br />for final approval; (4) requested the Public Utilities Director or his designee submit <br />any recommended panel additions and deletions to the Board of Public Utilities and <br />City Council for final approval; and (5) corrected the spelling of "striping" on page <br />16, last paragraph of the Special Provisions; whereupon, Resolution No. 19566 of the <br />City Council of the City of Riverside, California and Authorizing the Release of a <br />Request for Proposals for the Selection of a Qualified Panel of Contractors to <br />Perform Minor Installation and Repair of Underground Electric Conduits, Structures, <br />and Other Electric Infrastructure on an As-Needed Basis and Waiving the Formal <br />Bidding Provisions of Section 1109 of the Charter of the City of Riverside Under the <br />Utilities Project Exception Therein, was presented and adopted. <br /> <br />RAPE CRISIS CENTER, OPERATION SAFEHOUSE, AND ALTERNATIVES <br />TO DOMESTIC VIOLENCE PROGRAMS - SUPPLEMENTAL APPROP. <br />Following discussion relative to the Fiscal Year 1999-2000 funding requests from the <br />Rape Crisis Center, Operation SafeHouse, and Altematives to Domestic Violence, <br />the City Council (1) approved use of $60,000 in General Fund Unappropriated Fund <br />Balance for Fiscal Year 1999-00; (2) authorized transfer of $20,000 from the General <br />Fund Unappropriated Fund Balance to Police/Office of the Chief- Rape Crisis <br />Center Account 3100000450020; (3) authorized transfer of $20,000 from the <br />General Fund Unappropriated Fund Balance to Police/Office of the Chief- Operation <br />SafeHouse Account 3100000-453123; (4) authorized transfer of $20,000 from the <br /> <br />COUNCILMEMBERS <br /> <br />BMDKCTP <br />EOEALHE <br />AOFNIOA <br />TREEFMR <br />YEN FPS <br />B OSO <br />A RON <br />U DN <br />G <br />H <br /> <br />WARDS <br /> <br />1 2 3 4 5 6 7 <br /> <br />Motion <br />Second <br />All Ayes <br /> <br /> X <br />X <br /> <br />85-79 <br /> <br /> <br />
