Scott Simpson <br />spoke in opposition to Utility General 'Fund transfers and in support of an inspector <br />general in lieu of an auditor. Mary Shelton spoke regarding interfund and interagency <br />loans and Utility General Fund transfers. Phyllis Purcell supports a citizen audit <br />committee and opposes eminent domain. <br />APPROVAL OF MINUTES <br />It was moved by Member O'Farrell and seconded by Member Lee to approve the <br />minutes of November 28, 2011, as presented'. Motion carried unanimously. <br />
