INTERNAL AUDITOR POSITION - SECTION 700 <br />Assistant City Manager /Chief Financial Officer Sundeen spore on the current internal <br />auditor that serves as an arm of the City Manager's Office, reporting to the City <br />Manager, who performs efficiency and economy audits, <br />Scott Simpson spoke regarding Proposition 218 violations, audits, and an inspector <br />general position. Reverend Matthew Crary and Chani Beeman support an auditor <br />appointed by the City Council. ,Joan Donahue supports an independent internal audit <br />office. Mary Humboldt supports an auditor appointed by the City Council. Robert <br />Melsch supports an auditor appointed by the City Council and a citizens audit <br />committee. Jennifer Vaughn- Blakely supports an auditor as a Charter Officer reporting <br />to the City Council. Dvonne Pitruzello supports and internal auditor reporting to the City <br />Council. Kevin Dawson supports an internal auditor reporting to the City Council and <br />spoke regarding Finance Committee meetings and outside legal services performed <br />without a contract, Mary Shelton spoke regarding Finance Committee meetings and <br />supports an independent internal auditor reporting to the City Council. <br />Following discussion, it was moved by Member Van Wart and seconded by Member <br />Benavidez to recommend' to the City Council the proposed Charter amendment labeled <br />Option B as outlined in the written staff report providing for a City Council appointed <br />auditor and that the powers and duties of such office be set by ordinance. The motion <br />carried with Members Kane, Lee, and Tucker voting no. <br />CITIZENS" AUDIT COMMITTEE - SECTION 1406 <br />Dvonne Pitruzello, Linda Dunn, and Mary Shelton spoke in support of a citizens' audit <br />committee. Deborah Wong announced Riverside Coalition for Police Accountability <br />support for a citizens' audit committee and an internal auditor appointed by the City <br />Council. Phyllis Purcell spoke regarding cancelled Finance Committee meetings and in <br />support of a citizens' audit committee. Mary Humboldt spoke regarding investments <br />and in support of a citizens' audit committee. Kevin Dawson spoke regarding Finance <br />Committee meetings, Consent Calendar rules, and in support of a citizens' audit <br />committee. <br />Fallowing discussion, motion was made by Member Benavidez and seconded by <br />Member Hicks recommending that the City Council form a non - Charter citizens' audit <br />committee. Motion carried with Members Tyrrell and Ouellette voting no. <br />LIBRARY DIRECTOR QUALIFICATIONS - SECTIONS 601 AND 808 <br />Barbara Purvis supports uniformity of Department Head titles in the Charter to reflect <br />current practice. <br />Following discussion, no formal action was taken. Therefore, the prior meeting's motion <br />on Charter Section 808 will stand. <br />r. <br />
