Authorize the City Manager, or his designee, to execute the Design /Build Agreement including <br />making minor, non - substantive changes, and to sign all documents and instruments necessary <br />to implement the Project; and <br />7. Direct staff to return to the City Council with final recommendations regarding the financing <br />structure for the project within 90 days. <br />BACKGROUND <br />Seizing Our Destiny, Strategic Route 6 "Around the City, Around the Year, Around the Clock" <br />identifies modernization and expansion of the Convention Center as a key exemplary initiative that <br />will generate downtown vitality by drawing residents to events and introducing greater numbers of <br />visitors to Riverside. This project has been anticipated by the City Council since 2006 when it was <br />included in the Riverside Renaissance Initiative. <br />Conceptual planning of this project began in 2008 with the hiring of Holt Architects to study the <br />existing building and analyze options for expansion. Periodic updates were provided to the City <br />Council and a stakeholder working group was formed to solicit input. Five design options were <br />developed based on stakeholder feedback and site conditions and on June 22, 2010 the City <br />Council held a workshop and provided direction to staff. <br />On January 18, 2011 the City Council authorized staff to issue a Request for Proposals for <br />Design /Build Services for the Convention Center Expansion and Renovation Project (RFP No. <br />1241). The building assessment and early design work already completed by the architectural <br />consultant was incorporated in the RFP as reference material and made available to prospective <br />proposers to expedite the design phase and provide comprehensive information relative to the <br />building structure, systems and plaza. In summary, the RFP requested proposals to design and <br />construct the following components: a 10,000 sf expansion of the Ben Lewis Hall; new 4,000 sf <br />ballroom; additional breakout and meeting rooms and storage space; new air walls in the exhibit <br />halls and ball rooms; new roof; renovation of existing kitchen with a new refrigeration room; new <br />green room; ADA access including escalators and elevators; expanded pre- function areas; <br />additional restrooms; energy efficient systems; seismic retrofit; enhanced facades, and a completely <br />renovated plaza. Prospective firms were required to review the information provided in the RFP and <br />exercise independent design judgment to modify the preliminary conceptual plans in order to <br />propose the best design and construction to meet the expansion and renovation needs of the <br />Center. <br />The Development Department received proposals from eight (8) qualified design /build firms: Turner <br />Construction Company (Anaheim, CA), Bayley Construction (Santa Ana, CA), Austin Commercial <br />(Los Angeles, CA), Tilden -Coil Constructors (Riverside, CA), Stronghold Engineering /RC <br />Construction (Riverside, CA), CW Driver (Pasadena, CA), and USS Cal Builders (Stanton, CA). <br />All proposals were evaluated and scored by a panel that included staff representatives from the <br />Development and Planning Departments and outside representation from the Riverside County <br />Economic Development Agency and the Convention Center operator. The panel evaluated and <br />scored the proposals using the performance criteria defined in the RFP which included design /build <br />firm technical and project experience; design and management proposal; project milestone <br />scheduling; and pricing.
