Those firms were Turner Construction Company (Turner), <br />Bayley Construction and Austin Commercial. <br />At the conclusion of the selection process, Turner was recommended as the most qualified entity to <br />achieve the objectives set forth in the RFP and provides the "best value" to the City. Staff has <br />negotiated the following scope of work for a price of $30,750,000 (Exhibit B): <br />• The addition of 36,900 square feet of space including approximately 20,900 sf on the plaza level <br />and approximately 16,000 sf on the main level to include: <br />• renovation of existing foyer and mezzanine to add 9,072 sf of divisible space to Ben <br />Lewis Hall, bringing the total exhibit hall to 30,000 sf <br />• New 4,000 square -foot ballroom on the plaza level <br />• approximately 7,000 sf of Concourse /Pre - function area adjacent to exhibit halls <br />• up to ten (10) meeting rooms on both the plaza and main levels <br />• Renovation and expansion of the existing kitchen from approximately 6,000 sf to 8,500 sf. <br />• Renovation of the existing Raincross Ballroom. <br />• Additional service corridors at new and existing areas, and additional storage space. <br />• New roofing and building seismic upgrades. <br />• Renovation and /or replacement of existing Mechanical, Electrical and Plumbing Systems. <br />• Additional restrooms. <br />• Additional 3,000 sf administrative offices and board room. <br />• New roof, finishes, materials, furnishings, fixtures and equipment. <br />• Demolition of existing parking structure (elevated deck) and creation of new plaza and street <br />level improvements including: <br />o Military heritage area <br />o Shade trees <br />o New hardscape <br />o Lawn area <br />o New landscaping and lighting <br />o ADA accessibility on Third and Fifth streets and Marriott Hotel <br />o Amphitheater with concrete steps, grass and stage with shade structure <br />o Half- circle vehicular drop off on Fifth Street <br />o Flag poles <br />The previous preliminary conceptual plans suggested vacating Fifth Street to make room for the <br />new expansion. However, after further review and consideration of site conditions it was proposed <br />by Turner, as well as other RFP respondents, that the most suitable and economically feasible <br />expansion was north of the existing building. By not vacating Fifth Street, the City will save money <br />on street improvements and the relocation of existing utility lines. <br />The current conceptual plans were shared with the Convention Center Stakeholders group which <br />includes the three downtown hotels, Riverside Downtown Partnership, Chamber of Commerce and <br />Convention Center operator and they universally supported the proposal. <br />The substantial completion of the Project is 750 calendar days (approximately 25 months) from <br />execution of the Design /Build Agreement. It is anticipated the Project will be substantially completed <br />by late fall 2013. <br />In order to promote the employment of local residents, the selected design /build firm will use its best <br />efforts to actively recruit and employ skilled craft workers located within a twenty five -mile (25 mile) <br />radius of the project site to comprise at least fifty percent (50 %) of its work force.
