RJ 1' E L�,:S <br />Car �f,4r s & Innovarion City Council Memorandum <br />TO: HONORABLE MAYOR, CITY COUNCIL, <br />AGENCY MEMBERS <br />FROM: DEVELOPMENT DEPARTMENT <br />DATE: July 26, 2011 <br />ITEM NO: 12 <br />WARD: 1 <br />SUBJECT: SEIZING OUR DESTINY — CONVENTION CENTER EXPANSION AND <br />RENOVATION PROJECT —AWARD OF DESIGN /BUILD AGREEMENT FOR <br />DESIGN AND CONSTRUCTION SERVICES PURSUANT TO RFP NO. 1241 <br />ISSUE: <br />The issue before the City Council is whether to award a Design /Build Agreement with Turner <br />Construction Company located in Anaheim, California in the amount of $30,750,000 for design and <br />construction services to expand and renovate the Convention Center (Project) located at 3443 <br />Orange Street (Exhibit A). <br />RECOMMENDATIONS <br />That the City Council: <br />1. Award a Design /Build Agreement to Turner Construction Company located in Anaheim, <br />California in an amount not to exceed $30,750,000 for the Convention Center Expansion and <br />Renovation Project pursuant to RFP No. 1241; <br />2. Authorize and approve preparation of a Design /Build Agreement between the City of Riverside <br />and Turner Construction Company for the Project; <br />3. Authorize the City Manager, or his designee, to issue change orders in an amount not to exceed <br />15% ($4,612,500) of the project budget for construction changes including, but not limited to, <br />owner requested changes, unforeseen conditions and design improvements; <br />4. Approve a total project budget of $36,000,000 including design, construction, contingency, <br />project management, fees, permits, testing and inspections; <br />5. Conceptually approve the issuance of debt by the General Fund in an amount sufficient to <br />generate $30,000,000 of construction proceeds for the Convention Center project; <br />6. Conceptually approve the allocation of $6,000,000 in redevelopment funds from the Merged <br />Downtown /Airport- Hunter Park /Northside Redevelopment Project Area; <br />12 -1 <br />
