May, 2011 - City Council Memorandum — <br />CNG Approved Vehicle Maintenance Garage, Corporation Yard, Bid No.6902, Contract Award <br />Construction of this facility will result in a state -of- the -art CNG Vehicle Maintenance Facility that will <br />be in compliance with all health and safety regulations that pertain to indoor air quality, including a <br />gas detection system. This new facility will operate in conjunction with the City of Riverside Central <br />Garage. <br />On August 3, 2010, the Purchasing Services Manager released a Notice Inviting Bids, Bid No. 6845, <br />for the construction of a CNG Vehicle Maintenance Facility. The bid closed on October 12, 2010 <br />with one bid having been received from Anderson Air Conditioning in the amount of $1,632,160, <br />251 % over the original estimate for the project. On November 16, 2010, City Council rejected all <br />bids for Bid No. 6845. <br />Staff reviewed the bid proposal and revised the project scope and specifications, after determining <br />that the first bid proposal may have been too restrictive. The revised bid, No. 6902, was issued on <br />January 24, 2011 in order to encourage additional proposals and ensure a competitive procurement <br />process. The bid closed on March 15, 2011 with five bids having been received. After reviewing all <br />bids, staff determined that Conengr Corporation of Upland, California provided the lowest <br />responsive bid in the amount of $969,000. <br />FISCAL IMPACT: <br />This project is funded by state and federal grants. There is no direct impact to the General Fund. <br />Funding for construction contract in the amount of $969,000 is available for this project from the <br />following sources: <br />■ Riverside County Transportation Commission (RCTC) and the Federal Transit Administration <br />(FTA) in the 2006/07 Short Range Transit Plan (SRTP) in account no 9228456. <br />■ RCTC and the FTA in the 2008/09 SRTP in account no 9240056. <br />RCTC and the California Department of Transportation in the 2010/11 SRTP in account no <br />9325500. <br />Prepared by: Kris Martinez, General Services Director <br />Approved by: Belinda J.
