City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: May 10, 2011 <br />FROM: GENERAL SERVICES DEPARTMENT ITEM NO: 25 <br />WARD: 4 <br />SUBJECT AWARD OF BID NO. 6902 FOR THE CONSTRUCTION OF A <br />COMPRESSED NATURAL GAS VEHICLE MAINTENANCE FACILITY AT <br />THE CITY CORPORATION YARD <br />ISSUE: <br />The issue before the City Council is whether to award Bid No. 6902 for the construction of the <br />Compressed Natural Gas (CNG) Vehicle Maintenance Facility at the City of Riverside Corporation <br />Yard. <br />RECOMMENDATIONS: <br />That the City Council: <br />1. Award a contract to Conengr Corporation of Upland, California for the construction of the <br />Compressed Natural Gas (CNG) Vehicle Maintenance Facility at the City of Riverside <br />Corporation Yard in the amount of $969,000. <br />2. Authorize the City Manager, or his designee, to prepare and execute all necessary <br />documents to implement approval of the award. <br />BACKGROUND: <br />The CNG Vehicle Maintenance Facility project and funding sources were originally approved by the <br />Riverside County Transportation Commission (RCTC) in the 2006/07 Short Range Transit Plan <br />(SRTP) on June 14, 2006; additional funding was approved by RCTC in the 2008/09 SRTP and <br />2010/11 SRTP on June 11, 2008 and June 9, 2010 respectively. The City of Riverside Special <br />Transportation Program operates a fleet of thirty (30) Paratransit minibuses fueled by CNG. CNG <br />safety regulations require that repairs to CNG vehicles be performed in well ventilated repair <br />facilities with gas detection equipment and no open flames in the vicinity. The City of Riverside <br />Central Garage does not currently meet the minimum standards for servicing certain types of <br />repairs on CNG fueled vehicles. This work is currently completed outside of the Central Garage or <br />is sent to an outside repair facility that meets safety guidelines for CNG repairs. <br />25 -1 <br />
