In either case, it is possible that one or more automobile repair garages could be <br />established as a matter of right at an inappropriate location within the near term. <br /> <br />RECOMMENDATION: <br /> <br />That the City Council; <br /> <br />1. Adopt the attached urgency ordinance and direct the Planning Commission to hold the necessary public hearings <br />to consider amending the Zoning Code to require a conditional use permit to establish a new or expanded <br />automobile repair garage and related facilities on C-3 zoned properties along General Plan designated Scenic <br />Boulevards. <br /> <br />2.
