When used for domestic purposes, and for irrigating lawns and flowers, Four lqundred (400) feet or ieee per month, Thirty cents (~0{) per hundred feet. For every additional hundred feet per month, Fifteen cents (15{) per hundred feet, except that water used for lawns or flower gardens shall be charged at the rate of Six cents (6{) per hundred feet for each and every hundred feet used in excess of Four Thousand (4~000) feet per month, provided that no water rate shall '~e less than Ninety cents (90{) per month for each family, store, or other separate user supplied with water through said meter, and provided further, that any consumer who uses domestic water may have the same measured and adjusted by meter~ but such consumer shall pay for the meter and shall pay such person, company or corporation supplying the same according to the quantity actually used, at the rate as fixed in this section, provided however, that ~he monthly bill of each such family, store or other separate user, while so supplie~ through such meter, shall not be less the~ Ninety cents (90~). SECTION 4. Water for domestic purposes, when not measured through a meter, shall be delivered to consumers at the following rates per month, to-wit:- 1.
