A-1 <br />Riverside, Ca. 92505 <br />Tel: (951)-353-0815 <br /> <br />ITEM NO.: 2 <br /> <br />June 25, 2008 <br /> <br />Ms. Eva Yakutis McNiel <br />Housing & Neighborhood Manager <br />Development Department <br />City of Riverside <br />3900 Main Street <br />Riverside, Ca. 92522 <br /> <br />Subject: Western Mobilehome Village Capital Improvement Pass-Throughs <br /> <br />Dear Ms. McNiel, <br /> <br />My name is Lea Sykes, and I reside at the Westem Mobilehome Village at 10513 Magnolia Ave., <br />in Riverside. <br /> <br />I received a letter dated Oct. 1, 2007 from my Park Owner, Mr. Wayne L Browning, advising me of <br />an $88,000 "electrical system pass-through", amounting to $34 per month rent increase over ten <br />(10) years, effective January 1, 2008. This was supposedly due to upgrading an "electrical <br />system" in a "portion of our Park", consisting of 72 spaces. However, only 35 spaces received <br />the $34 per month increase. <br /> <br />I feel this pass-through was unfairly distributed to only 35 spaces and not the entire Park of 72 <br />spaces. As per the Mobilehome Rent Stabilization Procedures 5,75.040 (C), the total cost should <br />have been distributed equally to the entire Park of 72 spaces. Although, only the front 35 spaces <br />were effected by this Capital Improvement, the Rent Control Ordinance makes no distinction as to <br />"portions of a Park receiving Capital Improvement pass-throughs", but implies, "equal distribution of <br />the total pass-through". <br /> <br />I am asking you, Ms. McNeil and whomever appropriate within the City, to please review this <br />situation and Rent Control Sec. 5.75.40. Since I and others are currently paying the $34 pass- <br />through, it has become a serious financial burden to those of us on "fixed incomes". <br /> <br />This redistribution of the $88,000 needs to be addressed to the Park Owner, Mr. Wayne L. <br />Browning, 1046 Pescador Dr., Newport Beach, Ca, 92660, by the City of Riverside as soon as <br />possible due to the financial burden placed on 35 households. <br /> <br />As if the above were not enough of an issue, we are currently, right now, having additional Capital <br />Improvements done in the front of the Park. On June 16, 2008, the same 35 households <br />received a "non-specific" letter from the Park Owner, Mr. Wayne Browning advising additional <br />upgrade of the 'front Park utility system' of which we are currently already paying $34 per month <br />rent increase for work completed in the same area in 2007. <br /> <br />2-1 <br />
