Ill SPECIFIED ZONES FOR TIlE PURPOSE OF INSTALLING NEW STREET LIGIITS OR REPLACINO INADEQUATE STREET LIGItTS AND PROVIDES ADDITIONAL CttAROES TO BE COLLECTED TtfEREFOII. The City Council of the City of Riverside does ordain as follows: SECTION 1: There ts hereby established a street lighting charge to be collected from the occupants of buildings within the City of Riverside. Said charges shall be collected by the Finance Director by placing said charge on the city utility bills. Said charge shall be an excise tax and shall not be an ad valorem tax on real property. The City Council finds and determines that the public health, peace and welfare requires that all major arterial and collector streets throughout the city be adequately lighted and further determines that the occupants of each building shall be charged as follows in accordance with the type of electric meter serving each building: a. Each residential meter, 4~ per month to be Increased 4~ beginning each succeeding fiscal year until the sum of 20~ ts reached; b. Each commercial account- block rate, 4~ per month to be Increased 4~ beginning each succeeding fiscal year untli the sum of 20d is reached; e. Each commercial account- demand rate A, 8~ per month to be increased 8~ each succeeding fiscal year until the sum of 40~ Is reached;
