People Serving <br /> Peol~le <br /> <br /> CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />Kiverside <br /> <br />Ali-America City <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: April 27, 2004 <br /> <br />ITEM NO.: 25 <br /> <br />SUBJECT: BID NO. 6103; DARIO VASQUEZ PARK IMPROVEMENTS PROJECT; <br /> CONSTRUCTION CONTRACT AWARD - FU~D£ TRANSFER <br /> <br />BACKGROUND: <br /> <br />This project, if awarded as recommended, will provide recreational improvements to the existing Dario Vasquez <br />Park, located at 2380 14th Street. The proposed improvements include new concrete walkways; new area lighting; <br />a new children's playground; removal and replacement of the existing basketball court; a new picnic shelter with <br />site furnishings; a park sign within a new retaining wall; and, a new automated irrigation system and landscaping <br />for the entire site. These improvements bring the site into compliance with current ADA requirements and CPSC <br />safety guidelines, and will provide a refurbished recreational space for the long term enjoyment of the community. <br /> <br />Bid documents were issued to 35 bidders resulting in the submittal of nine (9) bids opened on February 4, 2004. <br />Per the attached Purchasing Services Manager's Bid Award Report (Attachment I), the lowest responsive and <br />responsible bid for the project was submitted by Los Angeles Engineering, Inc., since the low bidder was <br />determined based on the total amount bid on the Base Bid alone. Their Base Bid is approximately 20% below the <br />engineer's estimate; and, their total bid for all bid items, including all additives, is about 3% below the engineer's <br />estimate. <br /> <br />Staff has reviewed the references provided from Los Angeles Engineering, Inc., and no negative information has <br />been discovered. Further, the State Contractor's Licensing Board records indicate that the bidder's license is <br />current, active, and in good standing. The Park and Recreation Department therefore recommends that a <br />construction contract in the total amount of $544,576.37 be awarded to Los Angeles Engineering, Inc. for Dario <br />Vasquez Park Improvements as follows: Bid Schedule I- Base Bid: Item I-A, Dado Vasquez Park Improvements <br />($376,376.37); Bid Schedule II - Additive Bid Items: II-A, Picnic Shelter with Concrete Walk and Pad <br />($50,000.00); II-B, Additional Site Furnishing ($6,200.00); II-C, New Basketball Court ($44,000.00); II-D, <br />Landscape Lighting ($61,000.00); and, II-E, New "CalSense" Irrigation Controller ($7,000.00). <br /> <br />Because Dado Vasquez Park is located in a 100-year flood plain, and HUD-funded projects located within this <br />flood plain require not only extensive environmental reviews, but also must obtain and pay for flood insurance in <br />perpetuity for all improvements so located, to proceed with the use of HUD funds would exceed the 60 day <br />expiration date for the present bid opening. Consequently, staff asked the low bidder to extend their bid beyond the <br />60~days specified in the bid documents. Los Angeles Engineering, Inc. agreed to do so per their letter of February <br />20, 2004 (See Attachment II). <br /> <br />After careful consideration of all options, it is the recommendation of staff that the CDBG funding for this <br />project be exchanged with funds from other eligible projects. <br /> <br /> <br />
