People Serving <br />PeoFlc <br /> <br /> CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />l'riverside <br /> <br />Alt-America City <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: April 27, 2004 <br /> <br />ITEM NO.: 24 <br /> <br />SUBJECT: WASHINGTON PARK PLAYGROUND AND RESTROOM REPLACEMENT AND <br /> <br />ARLINGTON PARK RESTROOM REPLACEMENT, BID NO. 6084; <br /> <br />CONSTRUCTION CONTRACT AWARD <br /> <br />BACKGROUND: <br />This project, if awarded as recommended will replace the restrooms at both Washington and Arlington Parks, <br />and will replace the Playground Equipment at Washington Park. The improvements will bring these facilities <br />into compliance with current ADA standards and Consumer Product Safety Guidelines. <br /> <br />On April 14, 2004, six bids were received for the Project. Per the attached Purchasing Services Manager's Bid <br />Award Report (Attachment I), the lowest responsive and responsible bid for the project was submitted by DELT <br />Builders, Inc. Their Base Bid is approximately 13 % above the engineer's estimate. <br /> <br />Staff has reviewed the references provided by the bidder and no negative information has been discovered. <br />Further, the State Contractor's Licensing Board records indicate that the bidder's license is current, active, and <br />in good standing. <br /> <br />The Park and Recreation Department therefore recommends that a construction contract in the total amount of <br />$559,012.32 be awarded to DELT Builders, Inc. for the Washington Park Restroom & Playground Replacement <br />and Arlington Park Restroom Replacement project as follows: Bid Schedule I - Base Bid: Item I-A, Washington <br />Park Park Restroom and Playground Replacement ($398,274.81); Item I-B., Arlington Park Restroom <br />Replacement ($158,887.51); Bid Schedule II - Additive Bid Items: II-B., Temporary Public Restroom Facilities <br />at Arlington Park ($1,850.00). <br /> <br />FISCAL IMPACT: <br />Project funding comes from a combination of Federal Land & Water Grant (Account 9220451-440120), Local <br />Park Fees (Accts 9220452-440301 and 9749052-440301) and the General Fund (Acct. 9750951-440301)~ Funds <br />currently available are sufficient to award all bid schedules, and provide a construction contingency. <br /> <br />ALTERNATIVES: <br />City Council could elect to reject all bids and defer all work at this time. However, to do so will likely ol~ly <br />result in higher costs at some future bid date and would leave Washington Park with no restroom facilities and <br />substandard playground equipment and Arlington with a substandard restrootn until such time as they are <br />replaced. <br /> <br />24-1 <br /> <br /> <br />
