Before coming to the City of Riverside Fire Department James worked for American
Medical Response as an EMT and Paramedic. James is an active member of the Honor Guard and
plays the snare drum.

On March 2, 2004 at approximately 8:15 in the morning, James Reynolds encountered a medical aid
while performing physical fitness at Station 9. He was jogging up Alessandro Boulevard, rounding
the corner on Hawkley, when he noticed several people gathered in front of one of the homes.

One of the bystanders looked toward James and asked if he was a firefighter. James replied "yes",
and asked if there was a problem. At that moment a very frantic mother came from behind a van
with a one-month old child that was cyanotic, limp and not breathing. The mother immediately put
the child in James' arms and pleaded for help.

As James assessed the child, the mother stated she was taking her child to the doctor. During the
trip, she noticed that the child had stopped breathing. She stopped at a home on the corner of
Alessandro and Hawkley to call 911. That home happened to be exactly in the path where James
was jogging.

James immediately started to perform rescue breaths on the child, and after several breaths, noticed
the child making an effort to breath. The child's lungs had a lot of fluid, and the child was placed in
an upright position on his shoulder. James used his radio to dispatch the rest of his crew and
advanced life support equipment (Engine 9). When the crew arrived additional advanced life
support care was given. As a result of this care, the child's skin color had improved. Additionally,
the child became alert and stable by the time the ambulance arrived for transportation to the
hospital.

The timing of the incident was unique because one more minute or so and the child would have
been in full cardiac arrest. James is very thankful that he was there at that moment in time to help,
and summed it up with "the act was definitely not extraordinary, but the situation and time was".

Please join with me in recognizing Firefighter/Paramedic James Reynolds as the Public Safety
Officer of the month.

19

3900 Main Street · Riverside, California 92522
Phone(909) 826-5551 · Fax(909)826-2543 · www. ci.rivcrside.ea, us
