MA1270 - BID WAIVER <br />RESOLUTION <br /> <br />BACKGROUND: <br /> <br />Riverside Public Utilities recommends the award of a contract for implementation of crack repairs to the <br />Evans Reservoir. The project consists of repairing approximately 35 lineal feet of spalled concrete along the <br />wall-to-roof joint of the Evans Reservoir located at 3530 Cranford Avenue. (Spalls are smafl sections of <br />concrete that are broken off a larger sofid concrete body. In the case of the reservoir, they may be occurring <br />due to thermal contraction of the roof slab, or because of a concentrated bearing load from the roof slab.) <br />Spalled concrete along the wall-to-roof joint greater than six feet in length is not currently able to fully resist <br />out-of-plane loads. During an earthquake, the additional out-of-plane loading on the walls caused by the <br />water sloshing inside the reservoir may be enough to cause a failure of the wall. Repairing this item will <br />address the immediate, more urgent structural deficiencies until complete seismic rehabilitation of the <br />reservoir can be performed. <br /> <br />The cost for the crack repair work was estimated by the Consultant to be under $50,000. Based on this <br />estimate and due to the urgency of the repairs, Staff decided to informally bid the project in order that <br />construction could be performed prior to the onset of the warmer spring and summer seasons, when higher <br />water demands make taking facilities out of service more difficult. However, all three bids that were opened <br />on April 5, 2004, exceeded the $50,000 limit set forth by the informal bid requirements. Waiver of formal <br />bidding requirements will be necessary to award this contract. The lowest bid received was from Howard <br />Ridley Company, Inc., of Chino, California, in the amount of $52,780.00. Staff has reviewed all provided <br />documentation and has determined that Howard Ridley Company, Inc., has met all of the requirements of the <br />specifications. <br /> <br />The Board of Public Utilities approved and recommended that the City Council waive the formal bidding <br />requirements and award a contract for the Evans Reservoir Repair, as determined by the City Council, at its <br />regular meeting on April 16, 2004. (See attached Bid Award Recommendation for bid summary.) <br /> <br />FISCALIMPACT: <br /> <br />Funds are budgeted and available for this project in the Public Utilities' Water Fund, Evans Reservoir <br />Seismic Rehab Account No. 6230000-470742. <br /> <br />ALTERNATIVES: <br /> <br />One alternative is to postpone the crack repair work until after the Evans Reservoir Seismic Rehabilitation <br />Preliminary Design Report has been updated and construction of a selected seismic retrofit alternative has <br />begun. However, due to the increased risk of failure posed by the concrete spalls, this alternative is not <br />recommended. <br /> <br />32-1 <br /> <br /> <br />
