Douglas Leeper comes <br />to the City of Riverside from the City of San Bernardino. Mr. Leeper served as San Bernardino's Code <br />Compliance Field Operations Manager from September 1995 to February 2004, where he managed, <br />supervised and trained a staff of thirty-one and administered a budget in excess of $4.5 million. Mr. Leeper <br />was instrumental in developing San Bernardino's Pro-Active Code Enforcement (PACE) Program. <br /> <br />Since joining the City of Riverside, Mr. Leeper has familiarized himself with existing code compliance policies, <br />processes, and the Riverside Municipal Code. He has worked with staff within and outside of the Code <br />Compliance Division to begin developing the Code Compliance Division's Strategic Plan. The Strategic Plan <br />consists of long-term goals and six-month action items or steps the Division will take to achieve these goals. <br /> <br />The goals of the Code Compliance Division are to: <br /> <br />1. Streamline code compliance proceSS'3S; <br /> <br />2. Augment internal procedures/policies; <br /> <br />3. Enhance/reconcile Riverside Municipal Code; <br /> <br />4. Enhance Divisional efficiency/effectiveness; and <br /> <br />5. Increase understanding of Code Compliance responsibility and authority. <br /> <br />This afternoon the Code Compliance Division will provide a brief overview of its strategy to become a more <br />effective entity and most importantly, seek input from the Mayor and City Council with regard to what the <br />elected officials expect from this integral division and its priorities for the division. Input received will be <br />incorporated into the Code Compliance Division's Strategic Plan. The Code Compliance Division will report <br />back to the City Council in six months on the progress it has made in achieving its goals. <br /> <br />RECOMMENDATIONS: <br /> <br />That the City Council; <br /> <br />1.
