<br /> <br />CITY OF RIVERSIDE <br /> <br />Riverside <br />~ <br />AI~America c; <br /> <br />, 1111, <br /> <br />AGENCY MEMORANDUM <br /> <br />People Serving <br />People <br /> <br />1998 <br /> <br />HONORABLE MAYOR AND AGENCY MEMBERS <br /> <br />DATE: April 27. 2004 <br />ITEM NO: 3 <br /> <br />SUBJECT: <br /> <br />AUTHORIZATION TO PREPARE VARIOUS RELOCATION STRATEGIES FOR MAXI <br />FOODS-CALIFORNIA SQUARE--ARLlNGTON REDEVELOPMENT PROJECT <br /> <br />BACKGROUND: <br /> <br />Last October, Agency staff received a letter of interest from Regional Properties, Inc., concerning the <br />potential redevelopment and re-use of an older neighborhood commercial center situated at the <br />southeasterly corner of California Avenue and Monroe Street, known as California Square ('the Project"). <br />Subsequently, on November 5, 2003, following Agency approval, staff commenced the owner <br />participation process for solicitation of development proposals. On March 16, 2004, after considering the <br />results of the owner participation process, the Agency selected Regional Properties, Inc. ("Developer") <br />and authorized staff to enter into negotiations towards a mutually agreeable development agreement. <br />Since then, staff has been actively engaged in implementation matters, including property assembly and <br />relocation issues. <br /> <br />CURRENT ISSUE: <br /> <br />State law obligates the Agency to provide relocation assistance. The largest tenant at the center is Maxi <br />Foods ("Maxi"), which requires the longest lE>ad time and careful planning. Because of Maxi's size and <br />ownership status, the relocation effort needs to look at both existing available buildings as well as the <br />possibility of new construction. To assist thE> Agency in providing meaningful relocation assistance, staff <br />proposes to utilize the services of Kroh Broeske Architects ("KB"), already on retainer with the Agency for <br />various site analyses and development studies. <br /> <br />In the case of Maxi, KB would prepare various relocation strategies for one or more properties including a <br />possible re-entry on the subject property. KB's work is anticipated to cost up to $9,000, with services <br />provided on an as-needed basis only. <br /> <br />The relocation study(ies) will allow staff to prepare alternatives for future Agency consideration. It should <br />be noted, however, that any desire on Maxi's part to have the Agency consider re-entry may reduce the <br />size of the balance of the development site so as to warrant the Agency considering other residential <br />concepts, such as single family Planned Residential Development, in place of traditional, high-density, <br />multi-family residential, which is currently proposed. <br /> <br />FISCAL IMPACT: <br /> <br />Sufficient funds are available in the Arlington Capital Projects Professional Services Account No. <br />2830102-421002. If approved, it will be necessary to amend the existing Professional Services <br />Agreement between the Agency and KB, originally in the amount of $20,000, to provide for $9,000 in <br />additional services, as well as approve a Change Order to the KB Purchase Order in the same amount. <br /> <br />3-1 <br />
