People Serving <br />People <br /> <br /> CITY' OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />Pdverside <br /> <br />~lFAmedca Cit~ <br /> <br />1998 <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: April 27, 2004 <br /> <br />ITEM NO: 30 <br /> <br />SUBJECT: <br /> <br />BID NO. 6145 ~ FIFTH STREET SEWER BETWEEN MARKET STREET AND <br /> <br />LOCUST STREET - BUDGET APPROPRIATION <br /> <br />BACKGROUND: <br /> <br />On May 12, 2003, the City Council approved retaining PBS&J Consulting Engineers to study the capacity and <br />hydraulics of the Tequesquite trunk sewer system The area of the City draining to this system reaches from <br />the lower end at the Santa Ana River just southerly of Mount Rubidoux to Orange Crest and includes the <br />Downtown area. The study found the need for additional sewer capacity within Market Street between <br />Thirteenth and Third Streets. After studying a number of alternatives, it was determined the least disruptive <br />solution would be to construct a new sewer within Fifth Street between Locust and Market Streets and <br />rerouting a portion of the exiting flow. In addition, the project also includes a new trunk sewer connection at <br />Market and Eleventh Streets. <br /> <br />This project includes construction of 1,704 linear feet of 12-inch sewer pipe in Fifth Street between Locust <br />and Market Streets and two new manholes and 27 linear feet of 12~inch sewer pipe at the intersection of <br />Market and Eleventh Streets. In addition, three wheelchair ramps will be constructed at the intersection of <br />Fifth Street and Fairmount Boulevard. <br /> <br />Ten bids were received (see attached list) on March 31,2004. The Iow bid of $264,495.00 was submitted <br />by David T Wasden, Inc., and is 33.5% under the Engineer's estimate. <br /> <br />FISCAL IMPACT.: <br /> <br />The adopted 2003/08 Capital Improvement Program included $250,000 in FY 2004/05 for this project. <br />However, the project was accelerated pending anticipated improvements on Market Street and is now ready <br />for construction. Therefore, it is necessary to appropriate the necessary funds now. Staff is requesting that <br />the City Council appropriate $320,000 from the Sewer Projects Fund (551) to the 5th Street Sewer/Market <br />Street Sewer Relief project account 9766823-44030 for the design, construction and contract administration. <br /> <br />Funds are available in the Wheelchair Ramps '03/'04 project account 9575927-440223 for the wheelchair <br />ramp construction. <br /> <br />ALTERNATIVES: <br /> <br />City Council may elect not to construct the proposed sanitary sewer capacity improvements, however the <br />threat of sewage spill will increase especiall,.t as more development occurs within the system's service area. <br /> <br />30-1 <br /> <br /> <br />
