City of Riverside City Council March 14, 2023
Re: City of Riverside City Council — Reshape Riverside Redistricting Process pg. 2
modified" in exchange for a LCVAP majority Ward 2 means that the number of LCVAP-
majority wards up for election in a presidential year (odd -numbered wards) is 2 versus the 3
LCVAP-majority wards up for election in a presidential year in Maps "A3" and "A4."
Data from across the nation and over various election cycles show that Latinos are more
likely to turn out to vote in a presidential election year. Therefore, choosing "D3 modified"
could have the effect of suppressing Latino voting strength in 1 of the 3 LCVAP-majority wards
that would otherwise be up for election in a presidential election year. This is a fact that must be
considered while trying to create true Latino opportunity districts.
If you would like to discuss further, I am available at eherrera@maldef org, or at (213)
629-2512, ext. 114.
