City of Riverside City Council March 14, 2023 <br />Re: City of Riverside City Council — Reshape Riverside Redistricting Process pg. 2 <br />modified" in exchange for a LCVAP majority Ward 2 means that the number of LCVAP- <br />majority wards up for election in a presidential year (odd -numbered wards) is 2 versus the 3 <br />LCVAP-majority wards up for election in a presidential year in Maps "A3" and "A4." <br />Data from across the nation and over various election cycles show that Latinos are more <br />likely to turn out to vote in a presidential election year. Therefore, choosing "D3 modified" <br />could have the effect of suppressing Latino voting strength in 1 of the 3 LCVAP-majority wards <br />that would otherwise be up for election in a presidential election year.
