"D3 modified" from the latest <br />round of proposals has changes that concern MALDEF about its ability to allow <br />Latino voters to elect candidates of choice. <br />First, in "D3 modified," a heretofore proposed Latino opportunity district was <br />dropped to below 50% of the Latino share of CVAP in Ward 1.
