BROWN AND BLANC <br />REDISTRICTING ALLIANCE <br />0 <br />March 14th 2023 Re: Riverside City Redistricting - Public Hearing #4 <br />Dear: Inclusiveness, Community us Engagement, and Governmental Processes Committee <br />On behalf of the Brown and Black Redistricting Alliance, a coalition of many CBO's, community <br />groups and community members, regarding public comment Agenda Item #12 Riverside city redistricting <br />and want to share our coalition's community of interests and submission of Brown and Black <br />Redistricting Alliance Draft Map A 4 modified,. Our organization has done extensive work in the City of <br />Riverside. The Fair and Inclusive Redistricting for Municipalities and Political Subdivisions Act (FAIR <br />MAPS Act), requires the city to comply with the federal Voting Rights Act of 1965 (VRA), and, to the <br />extent practicable, keep communities of interest together. In order for the City of Riverside to act in good <br />faith, to be inclusive and equitable, we request all redistricting workshops and public hearings to be held <br />after 6:00 p.m. and that there will be Spanish translation materials and interpreters. Below is our <br />Riverside Ward map narrative based on the various Community of Interests. Draft Map A4 maximizes <br />the Voting Rights Act and better aligns with Riverside residents community of interest testimony. Map <br />A4 has four Latino Citizen Voting Age Population majority wards. <br />We are glad to see all of the remaining March 14th 2023 city council meeting draft maps having 4 Latino <br />Citizen Voting Age Population Majority Wards but Draft Map D3 has a high concentrated Latino CVAP <br />area in Ward 1 lowered below 50% LCVAP, and the sequencing of the majority LCVAP wards (2, 3, 4, <br />and 7) putting only 2 majority LCVAP wards on presidential year cycles, compared to maps A3 and A4 <br />which make 3/4 majority LCVAP wards on the presidential cycle. <br />The 4 Latino Citizen Voting Age Population Majority Voting Rights Act wards include: Ward 1 <br />(downtown/eastside/wood streets/northside) 54.8% Latino CVAP; <br />Ward 5 (Casablanca/parts of Magnolia Center/Presidential Park) 52.4% Latino CVAP <br />Ward 6 (South Arlanza, part of La Sierra, La Sierra South) 58.3% Latino CVAP <br />Ward 7 (West La Sierra, La Sierra Hills, La Sierra Acres, North West Arlanza and part of Western of La <br />Sierra South) 54.5 % Latino CVAP <br />
