2021 Bulletproof Vest Partnership Program • Page 2 <br />DISCUSION: <br />The 2021 Patrick Leahy Bulletproof Vest Partnership Program funds will support the City's efforts <br />to assist the police department in obtaining lifesaving equipment. This grant will be implemented <br />by the Riverside Police Department's Support Services Division. The funding from this grant must <br />be used to pay for 50% of the cost for approved bulletproof vests. The Police Department will <br />cover the remaining portion of cost from its existing budget allocation. The grant term runs from <br />April 1, 2021 through August 31, 2023. <br />STRATEGIC PLAN ALIGNMENT: <br />This item contributes to Strategic Priority No. 2 - Community Well -Being and Goal 2.4 — <br />Support programs and innovations that enhance community safety, encourage neighborhood <br />engagement, and build public trust. <br />This item aligns with each of the five Cross -Cutting Threads as follows: <br />1. Community Trust — The Riverside Police Department is dedicated to improving quality of <br />life by creating a safe environment in partnership with the people it serves. RPD's ability to <br />enforce laws and serve the public interest benefits the City's diverse population, and results <br />in the greater public good. <br />2. Equity — RPD provides public safety services to all residents in the City of Riverside. The <br />addition of bulletproof vest funds assists in the achievement of this goal and ensures safer <br />streets for everyone. <br />3. Fiscal Responsibility — This grant will provide partial funding for bulletproof vests, <br />lessening the financial burden on the City's General Fund. <br />4. Innovation — RPD must constantly evolve and adapt to meet the community's changing <br />needs and prepare for the future. This grant provides funding for the Police Department to <br />purchase new bulletproof vests with the newest technology/safety features as they expire <br />and new officers are hired. <br />5. Sustainability & Resiliency — The additional funding from this grant ensures the Police <br />Department has the capacity to preserve, adapt, and grow with the needs of the <br />community. <br />FISCAL IMPACT: <br />The total fiscal impact of this action is $59,464.56. Grant funds, in the amount of $29,732.28, will <br />be used to pay for 50% of the cost for approved bulletproof vests. Upon City Council approval and <br />receipt of the grant award, the Chief Financial Officer, or designee, will record an increase in the <br />Grants and Restricted Programs Fund, Police Department, Support Services, 2021 Patrick Leahy <br />Bulletproof Vest Partnership Program, Federal Operating Grants revenue account no. 9173200- <br />331100 and appropriate expenditures in the Grants and Restricted Programs Fund, Police <br />Department, Support Services, 2021 Patrick Leahy Bulletproof Vest Partnership Program, <br />Federal Operating Grants expenditure account no. 9173200-440110 in the amount of the grant <br />
