<br />Ammunition for the Department's use is carefully evaluated and selected for desired performance
<br />characteristics and reliability of function under a wide range of conditions. Purchasing carefully
<br />selected product numbers for both duty and training ammunitions from a single manufacturer for
<br />a specific caliber ensures that the Department's specific needs are met. After careful evaluation,
<br />the Department has determined that Winchester Ammunition meets the specific needs of the
<br />Department for Department issued handguns and patrol rifles.
<br />Dooley Enterprises, Inc. is the authorized, sole source, law enforcement distributor for Winchester
<br />Ammunition in the State of California, which enables them to meet the supply demands of the
<br />Department in a timely manner and offer a law enforcement exclusive pricing structure that is less
<br />than the commercial price for ammunition. Additionally, the location of Dooley Enterprises, Inc.,
<br />allows the Department to pick-up the ammunition, thereby eliminating freight and delivery
<br />charges.
<br />For these reasons, the City has determined that Dooley Enterprises, Inc., meets the requirements
<br />of Purchasing Resolution No. 23812, Section 602(d), which states, "Competitive Procurement
<br />through the Informal Procurement and Formal Procurement process shall not be required in any
<br />of the following circumstances...(d) When the Procurement can only be obtained timely from a
<br />single source and the Manager is satisfied that the best price, terms and conditions for the
<br />Procurement thereof have been negotiated."
