City 0J Arts &Innovation <br />City Council Memorandum <br />IIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIII <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: AUGUST 16, 2022 <br />FROM: GENERAL SERVICES DEPARTMENT WARD: 3 <br />SUBJECT: EMERGENCY GENERATOR PURCHASE AND ASSOCIATED EXPENDITURES <br />IN THE AMOUNT OF $70,000 — SUPPLEMENTAL APPROPRIATION <br />ISSUE: <br />Approve a supplemental appropriation from the Riverside Municipal Airport (Airport) Enterprise <br />Fund in the amount of $70,000 for expenditures associated with the purchase of an emergency <br />generator. <br />RECOMMENDATION: <br />That the City Council with at least five affirmative votes, authorize the Chief Financial Officer, or <br />designee, to record a supplemental appropriation in the Riverside Municipal Airport Fund, Airport <br />Capital Projects, Generator/Windsock/Signage project expenditure account in the amount of <br />$70,000 to purchase an emergency generator. <br />BACKGROUND: <br />The Riverside Municipal Airport currently does not have a backup system to power runway and <br />taxiway lighting during periods of darkness when the primary electrical source is interrupted. <br />DISCUSSION: <br />The Riverside Municipal Airport (Airport) has a single source of electrical power provided by <br />Riverside Public Utilities. When this power source is interrupted, the Airport does not have a <br />backup generator to provide lighting for runways and taxiways. This creates a hazard to aircraft <br />that are arriving or departing the Airport. The acquisition of an emergency generator is part of a <br />federal grant to install, connect and test the generator. The estimated cost for the emergency <br />generator is approximately $70,000. The Airport will pay for the generator, and the installation and <br />testing will be paid for by the federal grant. <br />STRATEGIC PLAN ALIGNMENT: <br />
