<br /> City CouncilMemorandum <br />TO:HONORABLE MAYOR AND CITY COUNCILDATE: JULY 5, 2022 <br />FROM: PUBLIC WORKSDEPARTMENTWARD: 1 <br />SUBJECT:EMERGENCY STORM DRAIN REPAIRS ON MAGNOLIA AVENUE AT THE <br />INTERSECTIONS OF ELMWOOD COURT, BANDINI AVENUE, AND LINWOOD <br />PLACE RESOLUTION DECLARING THE REPAIR AN URGENT NECESSITY <br />FOR PRESERVATION OF LIFE, HEALTH AND PROPERTY <br />ISSUE: <br />The issue for City Council consideration is to adopt a resolution declaring the emergency storm <br />drain repairson Magnolia Avenue at the intersections of Elmwood Court, Bandini Avenue, and <br />Linwood Placean urgent necessity for the preservation of life, health, and property and a waiver <br />of the formal Public Works bidding requirements, in accordance with section 1109 of the City <br />Charter; and to authorize a contract with CPConstruction Company, Inc.,to complete thework. <br />RECOMMENDATIONS: <br />That the City Council: <br />1.Adopt the attached Resolution waiving the formal bidding requirements and declaring the <br />storm drain repairson Magnolia Avenue at the intersections of Elmwood Court, Bandini <br />Avenue, and Linwood Place an urgent necessity for the preservationof life, health, and <br />property, in accordance with the City Charter section 1109; and <br />2.Authorize CP Construction Company, Inc., Riverside, California, torepair the damaged <br />storm drain and roadway sections on time and material basis in the amount not to exceed <br />$187,508.86. <br />BACKGROUND: <br />OnMagnolia Avenue at the cross streets of Elmwood Court, Bandini Avenue, and Linwood Place, <br />there are three separate storm drain systems that take storm runoff from the east side of Magnolia <br />Avenueto the west side. Staff is uncertain when these systems were first installed but staff <br />estimates them to be over 100 yearsold. <br />DISCUSSION: <br />While attempting to clean these lines using hydro-jetting equipment, staff noticed large amounts <br />of dirt and rocks would come outof the linewith no end. This can be a sign of broken pipes. Staff <br />attempted to put a camera in the lines to observe their condition and found evidence of broken <br />pipes and areas where the hydro-jetter appeared to beout of the pipe and into the surrounding <br /> <br />
