CITY COUNCIL <br />MINUTES <br />W -WIN <br />TUESDAY, JUNE 21, 2022, 1 P.M. <br />PUBLIC COMMENT IN PERSON/TELEPHONE <br />City ofArts &.Innovation ART PICK COUNCIL CHAMBER <br />3900 MAIN STREET <br />and (c) Variance findings; and (5) application of the RL -Residential Livestock Overlay <br />Zone to an existing 10 -lot single-family residential subdivision to fulfill Condition of <br />Approval #9 of Tract Map No. 28756. Four people spoke on the matter. The public <br />hearing was officially closed. <br />Following discussion, it was moved by Councilmember Hemenway and seconded by <br />Councilmember Cervantes to (1) determine that Planning Case PR -2022-001313 is <br />exempt from further California Environmental Quality Act (CEQA) review pursuant to <br />Section 15061(b) (3) (General Rule), as it can be seen with certainty that approval of the <br />project will not have an effect on the environment; and further that the adoption of an <br />ordinance to implement Sections 65852.21 and 64411.7 of the California Government <br />Code (SB 9) is not a Project and therefore not subject to CEQA; (2) approve Planning <br />Case PR -2022-001313 (Zoning Text Amendment and Rezoning) based on the findings <br />summarized in the Staff Report; (3) introduce an Ordinance amending Title 17 (Grading) <br />of the Riverside Municipal Code; (4) introduce an Ordinance amending Title 18 <br />(Subdivision) of the Riverside Municipal Code; (5) introduce an Ordinance amending Title <br />19 (Zoning) of the Riverside Municipal Code, as modified by the Planning Commission; <br />and (6) introduce an Ordinance amending the Zoning Map to apply the RL -Residential <br />Livestock Overlay Zone to lots 1-10 of Tract Map No. 28756; (7) amend Section 18.140.040 - <br />Approving and Appeal Authority Table to clarify the Community and Economic <br />Development Department (CEDD) Director is a recommending authority for Urban Lot <br />Split applications by adding "R" to the CEDD Director column for Urban Lot Splits; <br />(8) modify Section 18.085.040 - Subdivision Standards paragraphs B and C to provide for <br />additional access corridor/easement width when determined necessary by the <br />Approving Authority; (9) remove requirement for covered parking for any Senate Bill 9 <br />development; (10) require applicants to notify surrounding property owners within <br />300 feet of a proposed a proposed Senate Bill 9 development; and (1 1) return with <br />recommendations regarding movable ADUs in the historic districts. The motion carried <br />Councilmember Edwards, Cervantes, Fierro, and Hemenway voting aye, and <br />Councilmembers Conder and Perry voting no, and Councilwoman Plascencia absent. <br />Whereupon, an Ordinances entitled, "An Ordinance of the City of Riverside, California, <br />Amending Chapter 17.28 of the Riverside Municipal Code Regarding Minimum Grading <br />Standards and General Requirements," "An Ordinance of the City of Riverside, California, <br />Amending Numerous Sections in Title 18 of the Riverside Municipal Code Regarding <br />107-368 <br />
