CITY COUNCIL <br />MINUTES <br />W -WIN <br />TUESDAY, JUNE 21, 2022, 1 P.M. <br />PUBLIC COMMENT IN PERSON/TELEPHONE <br />City of Arts &Innovation ART PICK COUNCIL CHAMBER <br />3900 MAIN STREET <br />PRESENTATION <br />FEASIBILITY ASSESSMENT TO DETERMINE ELIGIBILITY TO PARTICIPATE IN BLUE ZONE PROGRAM <br />Following discussion, it was moved by Councilmember Cervantes and seconded by <br />Councilmember Fierro to approve a proposal by the Riverside University Health System to <br />conduct an assessment to determine the City of Riverside's eligibility to participate in a <br />Blue Zone program. The motion carried with Councilwoman Plascencia absent. <br />DISCUSSION CALENDAR <br />FORENSIC REVIEW OF PARTICIPATION IN SOUTHERN CALIFORNIA PUBLIC POWER <br />AUTHORITY <br />Following discussion, it was moved by Councilmember Cervantes and seconded by <br />Councilmember Edwards to (1) receive and order filed a report from Eide Bailly, LLP on <br />the Forensic Review of the City of Riverside's Participation in the Southern California Public <br />Power Authority; (2) direct staff to return to City Council in 45 days with options showing <br />different costs and exploring Request for Proposals. The motion carried with <br />Councilwoman Plascencia absent. <br />The Mayor and City Council recessed at 2:48 p.m. and reconvened at 3 p.m. with all <br />Councilmembers present except Councilwoman Plascencia. <br />PUBLIC HEARINGS/PLANNING REFERRALS AND APPEALS <br />CASE PR -2022-001313 - AMENDMENTS TO TITLES 17 (GRADING), 18 (SUBDIVISION), AND 19 <br />(ZONING) - IMPLEMENT SENATE BILL 9, UPDATED REGULATIONS FOR ACCESSORY AND <br />JUNIOR ACCESSORY DWELLING UNITS - 1 1 171 - 11234 LINDY - ORDINANCES INTRODUCED <br />Hearing was called to consider Planning Case PR -2022-001313 (Riverside Municipal Code <br />Amendments) for proposed amendments to Titles 17 (Grading), 18 (Subdivision) and 19 <br />(Zoning) of the Riverside Municipal Code which include the following: (1) implementation <br />of Senate Bill (SB) 9; (2) updated regulations for Accessory and Junior Accessory Dwelling <br />Units (ADUs and JADUs) and proposed regulations for Movable ADUs (MADUs); (3) <br />updates to objective design and development standards for mixed-use and multifamily <br />development to implement Action HE -5.2 of the 2021-2029 6th Cycle Housing Element; <br />(4) zoning cleanup items related to: (a) parking requirements; (b) appeal timeframes; <br />107-367 <br />
