County Reimbursement Agreement • Page 2 <br />The Public Works Department utilizes a Pavement Management program to collect and analyze <br />pavement data to prioritize projects. The described segment of Center Street within the City limits <br />is rated in poor condition. The existing pavement condition and proposed scope of work support <br />the priorities identified in the Pavement Management Program. <br />City Charter stipulates that construction contracts shall be procured through the City's competitive <br />procurement process with the exception of the circumstances listed in Section 802 of Purchasing <br />Resolution 23812. The County will be the lead agency administering the work described herein. <br />Item (h) in Section 802 allows for an exception of the City's competitive procurement process for <br />the following situation: "Where payment for Construction Services is to be made to a Federal, <br />State, and/or other public entity." <br />The Purchasing Manager concurs that the recommendation to approve the agreement is in <br />compliance with Purchasing Resolution 23812. <br />STRATEGIC PLAN ALIGNMENT: <br />This Project aligns to Strategic Priority No. 6 — Infrastructure, Mobility and Connectivity and <br />Goal No. 6.2 — Maintain, protect, and improve assets and infrastructure within the City's built <br />environment to ensure and enhance reliability, resiliency, sustainability, and facilitate connectivity. <br />It also aligns with each of the Cross -Cutting Threads as follows: <br />1. Community Trust — This Project aligns with the priorities identified in the Pavement <br />Management Program. <br />2. Equity — Public Works strives to improve the City' s roadway network to provide safe and <br />reliable transportation to all areas of the City. <br />3. Fiscal Responsibility — The work proposed in the service agreement will be constructed <br />by the lowest responsive and responsible bidder. <br />4. Innovation — This project exemplifies established methods of street improvements. <br />Riverside is inventive and timely in meeting the community's changing needs and prepares <br />for the future through collaborative partnerships and adaptive processes. <br />5. Sustainability & Resiliency — The construction materials to be utilized to complete this <br />work described in the service agreement are considered best practices in the industry. <br />FISCAL IMPACT: <br />The total fiscal impact is $76,050.
