RECOMMENDATIONS: That the City Council: 1. Approve a service agreement with the County of Riverside in the amount of $76,050; and 2. Authorize the City Manager, or his designee, to execute the service agreement with the County of Riverside, including making minor and non -substantive changes. BACKGROUND: The City of Riverside (City) periodically collaborates with neighboring agencies to complete projects that provide mutual benefits to both agencies with one agency assuming the lead role to administer the work. The County of Riverside (County) planned a project to construct street improvements on Center Street for approximately 1,900 feet measured westerly from West La Cadena Drive, including on Stephens Avenue from Center Street to West La Cadena Drive. The majority of the improvements are within County jurisdiction. However, both the City and County share approximately 640 feet of Center Street from approximately 150' westerly of Versailles Place to approximately 175' westerly of Claire Street (Attachment 1). DISCUSSION: The City and County developed a service agreement (Attachment 2) to complete street improvements on Center Street, with the County acting as the lead agency administering the work. The City is responsible for all costs on the southerly side of Center Street for the segment within the City limits. The work generally includes the removal of the existing roadway, minor grading, and constructing a roadway section consisting of new asphalt over an aggregate base material.
