City of Arts &Innovation CULTURAL HERITAGE BOARD MINUTES THURSDAY, NOVEMBER 17, 2021, 3:30 P.M. PUBLIC COMMENT IN PERSON/TELEPHONE ART PICK COUNCIL CHAMBER 3900 MAIN STREET Board Member Tobin asked that staff share the EIR link or document with the Board so that they can prepare for the meeting in December. Mr. Kopaskie-Brown agreed and staff will forward the information to the Board as soon as it is available. Chair Lech thanked Mr. Lewis for the presentation and stated that he looked forward to the public hearings and the release of the EIR. TITLE 20 OF THE RIVERSIDE MUNICIPAL CODE Mr. Watson gave a recap of what has been done. He collected the Board's concerns and general comments from the October meeting. A cross reference table was provided in the agenda packet which lists the comments and applicable sections of Title 20. Mr. Watson went through the concerns listed on the table and asked if anyone's comments were missing? Board Member McDoniel clarified that her comment regarding public notices was to note that the newspaper is inadequate and asked what else could be looked at. Ms. Kopaskie-Brown stated that staff had anticipated holding this workshop during six meetings. We have gotten delayed a little and have gone through approximately a quarter of the document. Following discussion, it was the Board's consensus to set aside some time to work on this separately, perhaps a special meeting in the future. Board Member Gamble arrived at this time. Motion by Board Member Gamble, Seconded by Board Member Horychuk to hold a special meeting for the sole purpose of reviewing Title 20 of the Riverside Municipal Code, possibly in February, 2022.
