City of Arts &Innovation <br />CULTURAL HERITAGE BOARD <br />MINUTES <br />THURSDAY, NOVEMBER 17, 2021, 3:30 P.M. <br />PUBLIC COMMENT IN PERSON/TELEPHONE <br />ART PICK COUNCIL CHAMBER <br />3900 MAIN STREET <br />Board Member Tobin asked that staff share the EIR link or document with the Board so <br />that they can prepare for the meeting in December. <br />Mr. Kopaskie-Brown agreed and staff will forward the information to the Board as soon as <br />it is available. <br />Chair Lech thanked Mr. Lewis for the presentation and stated that he looked forward to <br />the public hearings and the release of the EIR. <br />TITLE 20 OF THE RIVERSIDE MUNICIPAL CODE <br />Mr. Watson gave a recap of what has been done. He collected the Board's concerns <br />and general comments from the October meeting. A cross reference table was <br />provided in the agenda packet which lists the comments and applicable sections of Title <br />20. Mr. Watson went through the concerns listed on the table and asked if anyone's <br />comments were missing? <br />Board Member McDoniel clarified that her comment regarding public notices was to <br />note that the newspaper is inadequate and asked what else could be looked at. <br />Ms. Kopaskie-Brown stated that staff had anticipated holding this workshop during six <br />meetings. We have gotten delayed a little and have gone through approximately a <br />quarter of the document. <br />Following discussion, it was the Board's consensus to set aside some time to work on this <br />separately, perhaps a special meeting in the future. <br />Board Member Gamble arrived at this time. <br />Motion by Board Member Gamble, Seconded by Board Member Horychuk to hold a <br />special meeting for the sole purpose of reviewing Title 20 of the Riverside Municipal Code, <br />possibly in February, 2022. <br />Motion Carried: 8 Ayes, 0 Noes, 1 Absent, 0 Abstention <br />AYES: Brown, Cuevas, Ferguson, Gamble, Horychuk, Lech, McDoniel, Tobin, <br />APPROVED Cultural Heritage Board Minutes - November 17, 2021 2 <br />
