I <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18- <br />19 <br />20 <br />21 <br />22 <br />23 <br />--24 <br />25 <br />26 <br />27 <br />28 <br />CITY ATTORNEY'S OFFICE <br />3900 MAIN STREET <br />RrvERsim, CA 92522 <br />(951) 826-5567 <br />CITY OF RIVERSIDE <br />STATE OF CALIFORNIA <br />DIRECTOR OF EMERGENCY SERVICES <br />PROCLAMATION OF LOCAL EMERGENCY <br />CIVIL UNREST <br />WT1EREAS, the California Emergency Services Act (Government Code section 8550, et seq.), <br />Government Code section 8630 and Riverside Municipal Code sections 2.68.010 and 9.20.060 empower the <br />Director of Emergency Services ("Director") to proclaim a Local Emergency when the City Council is not in <br />session when there exist conditions of disaster or of extreme peril to the safety of persons and property within <br />the territorial limits of the City of Riverside ("City") which are or are likely to be beyond the control of the <br />services, personnel, equipment, and facilities of the City and require the combined forces of other political <br />subdivisions to combat; and <br />WHEREAS, there have been protests following the death of George Floyd in Minneapolis, <br />Minnesota; and <br />WHEREAS, these protests have resulted in civil unrest causing or threatening the safety of persons <br />and property within communities across the country and across Southern California; and <br />WHEREAS, these protests could result in civil unrest causing or threatening the safety of persons and <br />property with the City; and <br />WHEREAS, the Director hereby finds: <br />(1) That at the time of the Proclamation, the- City Council is not in session; and <br />(2) That there exist or reasonably could exist conditions of a disaster or of extreme peril to the <br />safety of persons and property with the territorial limits of the City that are beyond the control of the services, <br />personnel, equipment, and facilities of the City resulting from the civil unrest following the death of George <br />Floyd in Minneapolis, Minnesota; and <br />(3) That the aforementioned conditions are or are likely to be beyond the control of the services, <br />personnel, equipment, and facilities of the City of Riverside and require the combined forces of other political <br />subdivisions to combat; and <br />(4) That the aforesaid conditions warrant and necessitate the Proclamation of a Local Emergency. <br />
