Should the Committee wish to create alternative guidelines, <br />this should be done within 60 days to avoid delay of the community plan <br />review. <br /> <br />After a lengthy discussion, the Committee (all three members present) <br />approved Item No. 1 and continued Item No. 2 to its next meeting for further <br />discussion. <br /> <br />Fiscal Impact: <br /> <br />As indicated in Exhibit 1, for the City to prepare its own plan for the outer <br />sphere would entail consultant costs estimated to exceed $200,000 plus two <br />staff years of in-house labor. However, a limited review and analysis of the <br />County's plans would require only about one-half staff year. For either <br />alternative there would be additional, relatively minor costs for public <br />meetings and hearings, outside legal counsel, advertising and report <br />publication. <br /> <br />Alternatives: <br /> <br />See above discussion. <br /> <br />STAFF RECOMMENDATION: <br />The Planning Department concurs with the recommendations of the Land Use <br />Committee as stated below. <br /> <br />LAND USE COMMITTEE RECOMMENDATION: <br /> <br />That the City Council: <br /> <br />1. Direct the Planning Department to proceed immediately with the review <br /> and analysis of the existing County of Riverside plans for the outer <br /> sphere of influence as the most cost effective method of satisfying the <br /> requirement of Measure C. This process will provide for input by Sphere <br /> residents as well as public notice and public hearing as required by <br /> Measure C; <br /> <br />2. Acknowledge that this planning effort should be given high priority <br /> within the Planning Department and that one or more previously assigned <br /> studies may be delayed several months without a commitment of additional <br /> staff; and <br /> <br />3. Consider additional staffing requirements in the Planning Department as <br /> part of the City Council's mid-year budget review to accomplish the <br /> planning project priorities established by the City Council in a timely <br /> fashion. <br /> <br /> <br />
