CITY'OF RIVERSIDE <br />CITY COUNCIL MEMORANDUM <br /> <br />HONORABLE MAYOR AND CITY COUNCIL DATE: October 18, 1994 <br /> <br /> ITEM NO.: 14 <br /> <br />SUBJECT: MEASURE C IMPLEMENTATION IN THE SPHERE OF INFLUENCE <br /> <br />Background: <br /> <br />On September 13, 1994, the City Council received a report from its Land Use <br />Committee recommending that the City review and analyze County of Riverside' <br />plans for areas within the City's 60 square mile outer sphere of influence <br />(generally southerly of Lake Mathews). A requirement of voter approved <br />Measure C is that a plan be prepared for Riverside's entire sphere of <br />influence (see Exhibit 1) and that the County approved plans for this area <br />may satisfy that mandate. At the request of Supervisor Buster, action on the <br />recommendation was delayed pending a meeting between city and county <br />officials concerning how the county may assist in the preparation of this <br />effort. Supervisor Buster's district includes the City's 60 square mile outer <br />sphere which is the focus of the review. <br /> <br />On October 3, 1994, Supervisor Buster and the County Planning Director met <br />with Councilmember Beaty, City staff, several members of the Measure C <br />Committee and some concerned Sphere residents regarding this approach. While <br />the meeting identified a number of potential significant land use issues, it <br />did not result in the determination of a specific course of action. <br />On October 6, 1994, the Land Use Committee resumed its discussion of Measure <br />C implementation within the sphere. At that meeting the Planning Director <br />recommended that the Land Use Committee take the following actions: <br /> <br />1. Reaffirm its previous recommendation to the City Council that the <br /> Planning Department proceed immediately with the review and analysis of <br /> existing County approved plans for the balance of the sphere not <br /> included in the City's recently adopted General Plan 2010. This approach <br /> is deemed to be the most cost effective method of preparing a plan for <br /> the outer portion of the City's sphere of influence in order to satisfy <br /> the requirement of Measure C. Also, this planning effort be given high <br /> priority within the Planning Department recognizing that one or more <br /> previously assigned studies will be delayed several months. <br /> <br />2. Establish guidelines by which to evaluate and assess conformance of the <br /> applicable County approved plans to the policy directives of Measure C <br /> by either (a) approving the recently prepared draft Measure C Guidelines <br /> or (b) using alternative guidelines as determined by the Land Use <br /> <br /> <br />
