CITY OF RIVERSIDE <br />CITY COUNCIL <br /> <br />COUNCILMEMBERS <br /> <br />Minutes of: <br />Time of Meeting: <br />Place of Meeting: <br />Date of Meeting: <br /> <br />Regular Meeting of the City Council <br />3p.m. <br />Art Pick Council Chamber, City Hall <br />April 8, 2003 <br /> <br />Roll Call: <br /> <br />PUBLIC HEARINGS AND PLANNING REFERRALS AND APPEALS <br /> <br />CASE AM-002-989 (REVISED) - GRADING ORDINANCE <br />Hearing was called on the proposal of the City of Riverside to amend the <br />Grading Ordinance (Title 17) of the Riverside Municipal Code including <br />revisions and/or clarifications of definitions, hillside/arroyo grading <br />standards for allowed pad size and slope height, exemptions for projects <br />from the grading plan/permit requirement, and to maintain consistency with <br />State Water Resources Control Board permitting requirements for <br />construction. No one was present wishing to speak on the matter. No <br />written protests were presented. The public hearing was officially closed. <br />The City Council (1) upheld the action of the Planning Commission in <br />approving subject to conditions Case AM-002-989 (Revised); (2) adopted <br />the staff report and environmental assessment as findings; (3) found that <br />the project would not have a significant effect on the environment and <br />concurred in the adoption of a Negative Declaration; (4) found there is no <br />evidence that the proposed project will have any potential for adverse <br />effect on wildlife resources and the impacts of the project are found to be <br />de minimis pursuant to Section 711.4 of the Fish and Game Code; and <br />(5) requested the Legal Department to prepare the appropriate ordinance <br />within thirty days. <br /> <br />ZONING CASE CU-046-945 (REVISED) - 1201 UNIVERSITY- CONT. <br />Hearing was called on the proposal of Tom Hunt, on behalf of Michael L. <br />Keele, for a revised conditional use permit for the University Village <br />complex. Proposed revisions include: (a) add on eight-story building with <br />525 beds to be used for student housing; (b) a request to revise the <br />approved conditions to permit the temporary lots to remain until additional <br />parking can be provided or information provided supporting the additional <br />parking variance; (c) a parking variance for the total number of spaces in <br />the overall complex; (d) a height variance to permit a building up to 85 feet <br />with elevator shafts in tower elements up to 87 feet where a maximum of <br />75 feet is permitted; and (e) a front yard setback variance to permit the <br />student housing building to encroach five feet into the 20-foot front yard <br />setback with the pedestrian trellises and vehicle entrance canopy <br />encroaching 20 feet into the 20-foot front yard setback. The existing <br />project is located on 15.5 acres developed with a 10-plex theater and <br />commercial and office uses at 1201 University Avenue situated on the <br />northeasterly corner of Iowa and University Avenues, in Zones C-2-SP and <br />C-3-SP. The parking lot on the southerly side of University Avenue is <br />located at 1242 University Avenue in Zones C-2-SP.
