DISCUSSION ON UPCOMING PARADES USING DOWNTOWN ROUTE <br />Attending: Terri Thompson, John Tavaglione, Al Mendoza, <br />Gary Barnes, Marvin Lea, Carol Hendrix <br />Rita Norton submitted a letter from the Downtown Division of <br />the Greater Riverside Chambers of Commerce containing several <br />recommendations regarding parade routes. (Attached) <br />These included publishing an annual list of City parades and <br />events in January of each year; noticing businesses <br />potentially affected by an event when the sponsor obtains a <br />permit; setting barricades to block streets as late as <br />possible on the day of the event and removing them promptly <br />upon completion; not allowing postponement due to weather. <br />Two recommendations were also made at the request of business <br />owners on Market Street from 14th to University: <br />1) Hold parades on Sundays or holidays. <br />2) Study alternate routes. <br />General discussion followed regarding the preferability of <br />several parade routes from different viewpoints: Economic <br />impact on merchants along the routes; difficulty of policing <br />various routes; accessibility for residents and emergency <br />personnel. <br />Also discussed was the advisability of attempting to schedule <br />various events in different geographical areas of the City in <br />order to both diffuse the economic burden which now falls on <br />one group of businesses, and also to involve various <br />neighborhoods more fully in the social and cultural life of <br />the City. <br />Police Department suggested it might be possible to use street <br />barricades somewhat differently than in current practice. <br />They stated they would place the barricades as late as <br />possible before parade start, as well as remove them promptly <br />upon completion. Also, signage could be mounted to the <br />barricade indicating access to the merchant was available. <br />
