Cultural Heritage Board <br />Agenda - Final May 15, 2019 <br />PUBLIC COMMENT <br />1 Public Comments: This portion of the agenda will be limited to a cumulative total of <br />15 minutes, with individual speakers limited to a maximum time limit of 3 minutes. <br />Further discussion of any matter beyond 15 minutes will be continued later in the <br />agenda. If there is no one from the audience wishing to speak, the Board will move <br />to the next order of business. <br />DISCUSSION CALENDAR <br />This portion of the Cultural Heritage Board Agenda is for all matters where staff and <br />public participation is anticipated. Individual audience participation is limited to 3 <br />minutes. <br />2 Planning Case P18-0085 (COA): Certificate of Appropriateness request by Matt <br />Acton of Holt Architecture, for plot plan and building elevations for the construction <br />of a 3,060 -square -foot mausoleum with 552 crypts and 492 conventional gravesites <br />at Olivewood Memorial Park, a cultural resource eligible for listing in the National <br />Register and designation as a City Landmark. The project site is located at 3300 <br />Central Avenue, on the south side of Central Avenue between State Route 91 and <br />Rumsey Drive, in the RC — Residential Conservation Zone in Ward 3. The Planning <br />Division of the Community and Economic Development Department has determined <br />that the proposed project will not have a significant effect on the environment and is <br />recommending that a Mitigated Negative Declaration and Mitigation Monitoring and <br />Reporting Program be adopted. Contact Planner: Scott Watson, Historic <br />Preservation Associate Planner, (951) 826-5507, swatson@riversideca.gov <br />3 Planning Case P19-0243 (COA): Certificate of Appropriateness request by City of <br />Riverside — General Services Department, for project plans for in-kind repairs and <br />minor exterior modifications to the existing Riverside Public Library — Main Branch <br />(City Landmark #135) for the conversion to the Cheech Marin Center for Chicano <br />Art. The project site is located at 3581 Mission Inn Avenue, situated on the <br />northeast corner of Mission Inn Avenue and Orange Street, in the DSP -RC -CR — <br />Downtown Specific Plan Raincross District and Cultural Resources Overlay Zones, <br />in Ward 1. It is recommended that the Cultural Heritage Board determine the <br />proposal is categorically exempt from California Environmental Quality Act (CEQA) <br />review pursuant to Sections 15301 and 15331, because the project is a minor <br />alteration/addition to a historic resource which is consistent with the Secretary of <br />the Interior's Standards for the Treatment of Historic Properties.
