People Serving <br />People <br /> <br /> CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />Riverside <br /> <br />~ll-Amarica CI~ <br /> <br />~998 <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: November 19, 2002 <br /> <br />ITEM NO: 34 <br /> <br />SUBJECT: Strategic Actions to Make Riverside a Model Clean Air City <br /> <br />BACKGROUND: <br /> <br />Since the 1950's, Riverside has been negatively exposed to air pollution, primarily transported on <br />prevailing wind patterns from Los Angeles and Orange County. Air quality is frequently identified <br />as one of the City's major problems, impacting the health and quality of our lives. As a City, we <br />should be recognized across Southern California as a model clean air city, taking strategic steps <br />to do what we can to improve air quality. <br /> <br />As a Board member of the South Coast Air Quality Management District, I have consistently <br />advocated and voted for control measures to improve air quality in the Basin and especially in the <br />Inland Empire. <br /> <br />There is no question that air quality in Riverside has dramatically improved over the past 35 years. <br />Yet improvements must continue, especially as this region continues to grow--an additional six <br />million people by 2020. <br /> <br />Riverside should be a recognized leader in control strategies among cities in Southern California. <br />To that end, a number of people gathered in two Saturday morning sessions to propose possible <br />strategic actions. They included representatives, among others, from Administrative Services, <br />American Lung Association, CE~CERT, Clean Air Now, Northwest Clean Cities Coalition, Public <br />Works, RCTC, Riverside Land Conservancy, South Coast Air Quality District, and Western <br />Riverside Council of Governments.
