1) The City should develop a clean air program with specific objectives, priorities, responsibilities, <br /> measures, and timelines. When prepared, the program will be submitted to the Council for <br /> review and approval. (Mayor and Public Works/Administrative Services) <br /> <br />2) The City should require an air quality element in the update of the General Plan. The South <br /> Coast District is preparing a model air quality element--it will be available in December. We <br /> included an air quality element in our last update of the General Plan. (Planning Depadment) <br /> <br />3) Recommendations on how to spend AB 2766 funds should be presented for discussion and <br /> approved by the City Council prior to their formal inclusion in the City budget. (Public Works <br /> and Administrative Services) <br /> <br />4) The City Council should set a goal of making the City's fleet diesel free, whenever possible-- <br /> financially or operationally. The City should aggressively look to grant funds for alternative fuel <br /> vehicles, or other fleet programs that would reduce air pollution emissions. The Riverside <br /> Northwest Clean Cities Coalition can be a partner and source of information for grants. <br /> Consideration should be given to adding language in major contracts for city services that <br /> would offer incentives for using diesel free or Iow emission vehicles. (Public Works and <br /> Administrative Services) <br /> <br />5) The City should use funds from the Northwest Clean Cities Coalition to place signs on the <br /> freeway that both identify Riverside as a clean air city and provide directions to alternative fuel <br /> locations. (Public Works) <br /> <br />6) <br /> <br />7) <br /> <br />The City should encourage auto dealers to promote the sales of Iow emission vehicles. The <br />South Coast District has an approach it developed for auto dealers in the City of Los Angeles. <br />One way, for example, is to provide decals. Also, the City should investigate the possibility of <br />encouraging an auto broker who would advise people on the purchase of Iow emission <br />vehicles, varied rebates, and where they are available in Riverside. This approach should be <br />self supporting. Or Riverside could become a city that identifies ownership numbers and <br />encourages the choice of hybrid cars. (Mayor) <br /> <br />The City should strongly encourage the private use of very Iow or zero emission (SULEVs or <br />ZEVs) vehicles. One incentive to investigate is free parking in designated areas in the <br />downtown. (City Manager and Public Works) <br /> <br />8) The City should identify and develop non-motorized transportation corridors. (Public Works and <br /> Park and Recreation) <br /> <br />9) The City should continue Bob Zweig's legacy by bringing and encouraging the use of hydrogen, <br /> when appropriate/possible, in the City of Riverside. (Public Utilities, Public Works, and <br /> Administrative Services) <br /> <br />10)The City should look to possible intelligent transportation initiatives, such as cooperating with <br /> UCR's IntelliShare Program.
