Scott Watson, Assistant Planner, <br />presented the staff report. He indicated that an ecomment was received <br />in opposition and a copy distributed to the Board this afternoon. Rich <br />Gustafson, CityMark Development, stated he would be happy to answer <br />any questions. Public Comments: Teresa Newham spoke in support of <br />the project. Following discussion the Cultural Heritage Board <br />recommended that the City Council: 1. Determine that Planning Case <br />P17 -0764 will not have a significant effect on the environment and Adopt <br />the Mitigated Negative Declaration and Adopt the Mitigation Monitoring <br />and Reporting Program (MMRP); and 2. Approve Planning Case P17- <br />0764, based on the findings summarized in the staff report and subject to <br />staff's recommended conditions, thereby issuing a Certificate of <br />Appropriateness. <br />MOTION Failed. <br />Substitute Motion: <br />Cultural Heritage Board recommended that the City Council: 1. Determine <br />that Planning Case P17 -0764 will not have a significant effect on the <br />environment and Adopt the Mitigated Negative Declaration and Adopt the <br />Mitigation Monitoring and Reporting Program (MMRP); and 2. Approve <br />Planning Case P17 -0764, based on the findings summarized in the staff <br />report and subject to staff's recommended conditions. The Board added <br />the following conditions: 1. The Cultural Heritage Board Chair shall ask <br />for volunteers to serve on a subcommittee. 2.
