RESOLUTION NO. 99-1 <br />A RESOLUTION OF THE BOARD OF PUBLIC UTILITIES OF <br />THE CITY OF RIVERSIDE, CALIFORNIA, ESTABLISHING A <br />REVISED ELECTRIC RATE SCHEDULE CS, CONTRACT <br />SERVICE, CHANGING ELIGIBILITY CRITERIA AND <br />OTHER TERMS AND CONDITIONS, AND RECOMMENDING <br />CITY COUNCIL APPROVAL THEREOF. <br />WHEREAS the City of Riverside's Department of Public Utilities ("Department") has <br />submitted to the Board of Public Utilities ("Board") a proposed revision to electric rate Schedule CS, <br />Contract Service ("Schedule CS"), to provide for the offering of the Schedule CS rate to non- <br />residential end-use customers or certain groups of non-residential end-use customers with demand <br />in excess of 500 kilowatts and eliminating the cogeneration capability requirement for eligible <br />customers; <br />WEEREAS notice of a public hearing on November 5, 1999, to receive and review comments <br />upon the proposed revisions to Schedule CS was duly published commencing October 21, 1999; <br />WHEREAS this Board held the public hearing on November 5, 1999, to hear any comments <br />on the proposed revisions to Schedule CS and Public Utilities' staff presentation and materials <br />regarding such proposed revision; <br />WHEREAS this change in Schedule CS is prompted by AB 1890's comprehensive <br />restructuring of the electric utility industry in California, which allows for and encourages competition <br />among electricity suppliers for customers; <br />WHEREAS less restrictive eligibility criteria for the Schedule CS rate would permit many <br />more non-residential end-use customers to qualify for this rate and to enter long term contracts to <br />purchase electricity from the City of Riverside; and <br />
