1 required or appropriate to serve new development and <br />2 redevelopment, and included within those studies is the <br />3 relationship between new development and redevelopment, those <br />4 services and facilities, and the estimated costs of those <br />5 improvements; the studies are documented in the following <br />6 texts: "Water Supply Study" prepared by J. M. Montgomery <br />7 Consulting Engineers and dated January 1987; "Water Master Plan" <br />8 prepared by J. M. Montgomery Consulting Engineers and dated July <br />9 1988; "Water Supply Report" prepared by City's Public Utilities <br />10 Department staff and dated May 1992; Storage Capacity Memo <br />11 prepared by City's Public Utilities Department staff and dated <br />12 November 6, 1990; and <br />13 WHEREAS these studies were made available for public <br />14 inspection and review fourteen (14) days prior to the Board's <br />15 public hearing and notice was given in compliance with <br />16 Government Code Section 66016; and <br />17 WHEREAS a public hearing, noticed pursuant to and in <br />18 compliance with Government Code Sections 66018 and 6062a, was <br />19 held during the regularly scheduled meeting of the Board on <br />20 June 19, 1992 to consider the increases of the fees and charges <br />21 and receive oral and written presentations thereon; and <br />22 WHEREAS the Board finds as follows: <br />23 A.
