1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />101 <br />RESOLUTION 91-3 <br />BOARD OF DIRECTORS OF THE <br />ASSOCIATION OF CALIFORNIA WATER AGENCIES <br />IN SUPPORT OF <br />PLANNING FOR THE WATER FUTURE OF CALIFORNIA <br />WHEREAS, reliability and quality of drinking water <br />supplies are an element essential to the quality of life; <br />and <br />WHEREAS, long-standing unresolved water issues are <br />adversely impacting the quantity and quality of drinking <br />water supplies for the State; and <br />WHEREAS, the State's population is continuing to grow, <br />developed water supplies are becoming less able to meet the <br />needs of the city dweller, the farmer, and nature itself, as <br />is exemplified in the Sacramento -San Joaquin Delta; and <br />WHEREAS, the historic approaches to resolving water <br />issues that have been marked by misinformation, political <br />rhetoric, distrust, stalemate, and adversarial confrontation <br />have not produced solutions and should not be continued; and <br />WHEREAS, communication and understanding are vital <br />elements in building problem solution bridges over <br />disagreements and barriers; and <br />WHEREAS, the San Mateo County Council of Cities, <br />representing 20 cities in the Bay Area, and the Metropolitan <br />Water District of Southern California have adopted <br />resolutions calling upon all persons in the State to work <br />together to solve Californias water problems, and <br />WHEREAS, ACWA concurs that' .Californians must work <br />together to solve their water supply problems; <br />
