CULTURAL HERITAGE BOARD <br />MINUTES <br />WEDNESDAY, OCTOBER 18, 2017, 3:30 P.M. <br />ART PICK COUNCIL CHAMBERS, CITY HALL <br />3900 MAIN STREET <br />PLANNING CASE P17 -0599 — Certificate of Appropriateness — 3649 <br />Mission Inn Avenue, Ward 1 <br />Certificate of Appropriateness requested by Diane White of DW <br />Architecture & Design for the Mission Inn Hotel, to modify two storefronts <br />to facilitate the expansion of Casey's Cupcakes on the west side of the <br />Mission Inn Hotel (City Landmark #1). Jennifer Mermilliod, Contract <br />Senior Planner, presented the staff report. She clarified that the project <br />consisted of two storefronts, consisting of three bays as opposed to the <br />notice and staff report description of three storefronts. Diane White, DW <br />Architecture & Design, answered the Board's questions regarding the <br />project. There were no comments from the audience. Following <br />discussion the Cultural Heritage Board: 1. Determined that Planning Case <br />P17 -0599 is exempt from the California Environmental Quality Act (CEQA) <br />per Sections 15331 of the CEQA Guidelines; and 2. Approved Planning <br />Case P17 -0599, based on the findings outlined in the staff report and <br />subject to staffs recommended conditions, thereby issuing a Certificate of <br />Appropriateness for the project. <br />PUBLIC HEARINGS <br />PLANNING CASE P17 -0727 — Certificate of Appropriateness — 1850 <br />Benedict Avenue — Ward 3 <br />Certificate of Appropriateness request by Michael Mericle, of Teen <br />Challenge, to construct a 1,725 square -foot accessory. Scott Watson, <br />Assistant Planner, presented the staff report. Michael Mericle, responded <br />to the Board's questions and agreed to modifications suggested by the <br />Board. There were no comments from the audience. Following discussion <br />the Cultural Heritage Board: 1. Determined that Planning Case P17 -0727 <br />is exempt from the California Environmental Quality Act (CEQA) per <br />Sections 15331 of the CEQA Guidelines; and 2. Approved Planning Case <br />P17 -0727, based on the findings summarized in the staff report and <br />subject to the modified conditions of approval: Add conditions, le. The <br />existing battlement style parapet shall be revised to be a flat parapet. The <br />flat parapet shall be roughly the height of the proposed gable roof peak. <br />1f. The gas fuel shown on the elevations shall be relocated to be hidden <br />behind the parapet.
