Alcoholic Beverage Control -GAP • Page 2 <br />DISCUSSION: <br />The Grant Assistance Program (GAP) funds would support the City's efforts to reduce <br />occurrences of public drunkenness, drunk driving, underage drinking, assaults, and other <br />concerns associated with alcoholic - related crimes. <br />The GAP grant would be implemented by the Police Department's Special Operations Vice <br />Division. The grant would fund overtime for alcohol enforcement programs such as Minor Decoy <br />and Shoulder Tap. The Minor Decoy program allows law enforcement agencies to use persons <br />under 20 years of age as decoys for the purpose of purchasing alcoholic beverages from <br />licensed premises. The Shoulder Tap program is an enforcement program used by ABC and <br />local law enforcement agencies. During the program, a minor decoy under the supervision of <br />law enforcement officers solicits adults outside licensed stores to buy alcohol for the minor. <br />In addition, funding would include training, prevention, and educational programs. The grant <br />term is October 1, 2017, through September 30, 2018. <br />FISCAL IMPACT: <br />The total grant award is estimated to be $50,000.
