CITY OF RIVERSIDE CITY COUNCIL Minutes of: Date of Meeting: Time of Meeting: Place of Meeting: Regular Meeting of the City Council December 14, 1999 9 a.m. Council Chamber, City Hall Roll Call: The Invocation was given by Councilmember Defenbaugh. The Pledge of Allegiance was given to the Flag. PRESENTATIONS Mayor Loveridge called on the Principal of Taft Elementary School who assisted representatives of the East Hills Division of the Greater Riverside Chambers of Commerce in presentation of bicycles to students from Taft and Highland Elementary Schools. Mayor Loveridge presented Certificates of Appreciation to Police Officers Lavall Nelson and Ryan Railsback, Public Safety Officers for the month of December 1999. CONSENT CALENDAR The following items, presented to the City Council on the Consent Calendar for consideration, were approved by one motion affirming the actions appropriate to each item. MINUTES The Minutes of the Meeting of December 7, 1999, were approved as presented. PLANNING COMMISSION ZONING CASE PD-003-990 - ELY. OF TRAUTWEIN, SLY. OF ORANGE TERRACE, AND NLY. OF VAN BUREN The City Council upheld the action of the Planning Commission in approving, subject to conditions, the request of Portola Development to establish an approximately 188-unit planned residential development consisting of detached single-family residences and common open space on approximately 53 acres situated castefly of Trautwein Road, southerly of Orange Terrace Parkway, and northerly of Van Buren Boulevard within the Orangecrest Specific Plan area in Zone R-1-65-SP; upheld the Comrnission's determination that the proposal would not have a significant effect on the environment; concurred in the adoption of a Negative Declaration; and determined that the proposed project could have the potential for adverse effects on wildlife resources and the applicant is responsible for payment of Fish and Game fees at the time the Notice of Determination is filed with the County.
